    Bela Bela Tender: Borehole Repair & Maintenance Panel

    The Bela Bela Local Municipality in Limpopo has issued an open tender (9/3/1/441) to appoint a panel of three (3) service providers for the repair and maintenance of municipal boreholes. This strategic 36-month contract, operating on an as-and-when-required basis, is critical for ensuring sustainable water security, infrastructure resilience, and uninterrupted water supply to the community.

    Scope of Services

    The appointed service providers will be responsible for the comprehensive upkeep of the municipality’s borehole infrastructure. Key deliverables include:

    • Routine inspections, preventative maintenance, and emergency repairs of boreholes and associated pumping equipment.
    • Supply and installation of necessary replacement parts, such as submersible pumps, control panels, and piping.
    • Rapid response to mechanical or electrical failures to minimize water supply disruptions.
    • Submission of detailed service reports and compliance certificates after every intervention.

    Mandatory Requirements

    Bidders must meet the following mandatory requirements:

    • Be registered with the CIDB in a grading designation of 1 ME or higher.
    • Submit proof of registration on the Central Supplier Database (CSD).
    • Submit a valid Tax Compliance Status PIN.
    • Submit a valid letter of good standing for Workmen’s Compensation with the Department of Labour.
    • Submit certified copies of identity documents for directors (not older than 6 months).
    • Submit copies of municipal rates and taxes accounts for both the company and directors (not older than 3 months and not in arrears for more than 90 days).
    • Submit a signed Joint Venture agreement (if applicable).
    • Complete all MBD forms and the Form of Offer and Acceptance.

    Evaluation Criteria

    Proposals will undergo a rigorous two-stage adjudication process. Bidders must first achieve a minimum functionality threshold to demonstrate technical capacity, relevant experience in borehole maintenance, and the qualifications of key personnel. Qualifying bids will then be evaluated using the 80/20 preferential procurement system, allocating 80 points for price competitiveness and 20 points for specific transformation goals.

    Submission Guidelines

    There will be no briefing session for this procurement. Completed bid documents must be placed in a sealed envelope, clearly marked with the tender number (9/3/1/441) and the description “Panel of Service Providers for the Repair and Maintenance of Boreholes”. Envelopes must be deposited in the designated tender box at the Bela Bela Local Municipality offices, 58 Chris Hani Drive, Bela Bela, 0480. The strict closing time is 12:00 on Friday, 20 November 2026. Late, faxed, or emailed submissions will not be accepted.
