Tender Overview
Sol Plaatje Local Municipality invites suitably qualified and experienced service providers to submit bids under tender number DEV/UP01/2026. The tender was published on Thursday, 27 August 2026, with a closing date of Monday, 28 September 2026 at 10:00 AM. Services are required at various municipal buildings and facilities in the Kimberley area, with goods delivered to the Municipal Stores Complex, Abattoir Road, Ashburnham, Kimberley, 8301.
The contract will be for a period of 36 months from the date of appointment, with services rendered on an as-and-when-required basis.
Scope of Services
The successful bidder shall be responsible for the following services, including but not limited to:
Section A: Supply, Delivery and Installation of New Air Conditioning Units
- Supply of new, unused dual inverter air conditioning units of approved and reputable manufacture in the following sizes:
- 12000 BTU
- 18000 BTU
- 32000 BTU
- Key features required: Auto Restart Function, Rapid Heating and Cooling, Super-quiet motor, Remote Control with LCD Display, Self-Cleaning Function, Sleep Mode Timer, and Air outlet swing adjustment
- All units must comply with SANS 10142-1, manufacturer specifications, and energy efficiency requirements
- Supply, delivery, and installation of rectangular steel security cages fabricated from structural steel and fully clad with diamond mesh on all sides
- Testing and commissioning of units to ensure proper operation
Section B: Servicing and Maintenance of Existing Air Conditioning Units
- Routine servicing and preventative maintenance including cleaning of filters, evaporator and condenser coils
- Gas pressure checks and performance testing
- Electrical inspection and tightening of connections
- Thermostat and control checks
- Submission of a service report for each unit serviced
- Fault finding and minor repairs with labour costs quoted separately from replacement parts
- Removal and environmentally compliant disposal of obsolete or damaged equipment
Functionality Evaluation Criteria
Bids will be evaluated using a two-stage process, starting with functionality assessment:
Key Personnel (45 points)
- Technician with SARACCA post-registration certificate: 15 points (5+ years experience), 10 points (2-4 years), 5 points (less than 2 years)
- Electrician with DoEL post-registration certificate: 15 points (5+ years experience), 10 points (2-4 years), 5 points (less than 2 years)
- Health and Safety Representative with OHS certificate: 15 points (5+ years experience), 10 points (2-4 years), 5 points (less than 2 years)
Relevant Company Experience (30 points)
- 30 points for projects completed of same nature with value above R300,000
- 25 points for projects valued R200,000-R300,000
- 20 points for projects valued R100,000-R200,000
- 15 points for projects valued R50,000-R100,000
- 10 points for projects valued below R50,000
- Proof must include signed completion certificates or reference letters
Vehicles and Transportation Capacity (25 points)
- 15 points: 1-ton and above bakkie available (proof of ownership or valid lease agreement)
- 10 points: Scaffolding available (proof of ownership or valid lease agreement)
Mandatory Documentation Required
Bidders must submit the following documents with their bids:
- Tax Compliance Status Pin from SARS
- Central Supplier Database (CSD) registration report
- Valid B-BBEE certificate or sworn affidavit
- Current municipal account or valid lease agreement (not older than 3 months)
- Completed MBD forms including MBD1, MBD4, MBD6.1, MBD8, and MBD9
- Proof of company registration and identification documentation
- Resolution authorising the signatory (if applicable)
- Joint Venture Agreement (if applicable)
For bids above R10 million, bidders must also submit audited financial statements for the past three years and particulars of any contracts awarded by organs of state during the past five years.

Submission Details
Bids must be submitted in two separate sealed envelopes marked “ENVELOPE 1 ORIGINAL” and “ENVELOPE 2 DUPLICATE” and deposited in the tender box at the SCM Unit, Municipal Stores Complex, Abattoir Road, Ashburnham, Kimberley by not later than 10:00 on Monday, 28 September 2026.
Bids may be hand-delivered, couriered, or posted at the bidder’s risk. Faxed or emailed bids will not be accepted. All pages of the bid document must be signed and witnessed where required.
