Nkangala TVET College has published a Request for Proposals (RFP) for the appointment of a panel of attorneys to provide comprehensive legal services for a five-year period. The tender, designated NKTVET/2026/08/01, seeks to establish a panel of experienced and suitably qualified legal firms to handle the college’s diverse legal requirements.
Tender Overview
The primary objective is to appoint a panel of legal practitioners to render services in key areas of law . Bids must be submitted in a sealed envelope to the tender box at Nkangala TVET College’s Central Office in Witbank by 15 September 2026 at 11:00 AM. No briefing session is scheduled for this tender.
Scope of Work
The appointed panel of attorneys will be required to handle a wide range of legal matters, including:
- Labour Law (dispute resolutions, CCMA, ELRC, and Labour Court matters)
- Contract drafting and vetting
- Litigation (Magistrates Court, High Court, and other legal matters)
- Commercial and Corporate Law transactions
- Conveyancing (transfers of college property)
- Construction and Engineering Law (advice, support, and dispute resolution)
- Legal research and other related matters.
Mandatory Requirements
Bidders must submit the following compulsory documents:
- Company Registration Documents (CK)
- Valid Fidelity Fund Certificate
- Valid Board Resolution (if not a sole proprietor)
- Tax Compliant CSD Report (not older than 3 months)
- Completed and signed SBD Forms: SBD 1, SBD 4, SBD 8, and SBD 9.
Evaluation Process
Stage 1: Functionality Evaluation – Bidders must achieve a minimum of 65 points out of 100. Criteria include Company Experience in the public sector (50 points), Key Personnel (25 points), Company Profile (10 points), and Locality (15 points).
Stage 2: Price and Specific Goals – The 80/20 preference point system applies, with 80 points for price and 20 points for specific goals including B-BBEE status, Youth, People with Disabilities, Women, and Historically Disadvantaged Persons.

Special Conditions
The appointment is for a maximum of five years, with work assigned on an “as and when required” basis. No guarantee of work is implied, and fees may be negotiated per assignment . The successful firm may not cede or subcontract work without written consent from Nkangala TVET College.
