Bidders must achieve a minimum 70 points out of 100 to proceed to price evaluation:
- Company Experience (20 points): Minimum 2 traceable reference projects with signed appointment letters
- Key Personnel (50 points): Qualified Mechanical Technician (20 points), Electrical Technician (20 points), and Trade Tested Electrician (10 points)
- Methodology (30 points): Response time, maintenance routine, job cards, and comprehensive reports
Preference Points (80/20 System)
Specific goals allocation includes:
- Black-owned enterprises: 8 points
- Black youth-owned (18-35 years): 3 points
- Black women-owned: 4 points
- Black disability-owned: 5 points
