The Luthuli Museum invites qualified and experienced service providers to submit quotations for the provision of emergency medical services at the annual Chief Albert Luthuli Walk and Fun Run. The event, commemorating the legacy of Nobel Peace Prize Laureate Chief Albert Luthuli, takes place on 25 July 2026 in Groutville, KwaZulu-Natal, and is expected to attract approximately 1,000 participants, including walkers, runners, officials, volunteers, and spectators.
The Luthuli Museum is a Schedule 3A public entity and non-profit organisation established under the Cultural Institutions Act, 1998, and subsidised by the National Department of Sports, Arts and Culture. The Museum preserves and promotes the legacy of Chief Albert Luthuli and the liberation movement through on-site and travelling exhibitions. This annual event is a key part of its public engagement programme.

Scope of Work and Service Requirements
The appointed service provider shall provide comprehensive emergency medical cover from 05:30 until the official closure of the event around 15:00. Key responsibilities include:
- Deploying a fully equipped and licensed ambulance suitable for emergency response and patient transportation
- Providing qualified Emergency Medical Care personnel registered with the Health Professions Council of South Africa (HPCSA)
- Providing medical services along the 11.4 km Walk Route and the 7.7 km Fun Run Route
- Positioning medical personnel strategically for rapid response along both routes and at the start/finish venue
- Maintaining continuous communication with the Event Director, Safety Officer, Disaster Management officials, and Route Marshals
- Recording all medical incidents and submitting a comprehensive post-event medical report within five (5) working days
The ambulance and medical personnel shall remain on site for the full duration of the event and may not be withdrawn without ensuring suitable replacement cover.

- BBBEE Affidavit/Certificate
- CIPC Registration Documents
- Director(s) Certified ID Copy
- Public Liability Insurance
- SBD 4 – Bidder Declaration
- SBD 6.1 – Preferential Procurement Claim Form
- General Conditions of Contract (GCC) – initial each page
Evaluation Criteria
RFQs will be evaluated in two stages. Stage 1 assesses mandatory criteria, and bidders that do not meet these will be eliminated from further evaluation. Stage 2 evaluates price and specific goals using the 80/20 preference point system. Points are allocated as follows:
- Race HDP (100% Black Equity Ownership): 10 points
- Gender HDP (Women Equity Ownership 51% or more): 4 points
- Youth Equity Ownership (100% Youth Ownership): 4 points
- People with Disability: 2 points
