Gert Sibande District Municipality invites bids for the appointment of a qualified service provider to render reverse osmosis (RO) water purification system maintenance services at its Water Quality Laboratory in Ermelo. This is a three-year contract, re-advertised to ensure the plant continues to produce high-quality water for critical laboratory analysis.
The RO plant at the GSDM Water Quality Laboratory is essential for ensuring the accuracy and reliability of water testing conducted by the municipality. The successful bidder will be responsible for both preventative and corrective maintenance to prevent system failures and ensure uninterrupted operation.

Compulsory Briefing Session
A compulsory clarification briefing session will be held on Wednesday, 29 July 2026 at 10:00 at the GSDM Water Quality Laboratory, located on the corner of N17, Bethal Road & Nelspan Street, Cassim Park, Ermelo. Attendance is mandatory, and failure to attend will result in disqualification. Bidders must familiarise themselves with the site and the scope of work.
Scope of Work and Service Requirements
The appointed service provider must have a minimum CIDB contract grading of 2SO or higher. The scope includes both preventative maintenance (bi-annual scheduled system checks and filter cleaning) and corrective maintenance (unplanned repairs). Key responsibilities include:
- Preventative Maintenance: Performing visual, environmental, mechanical, and electrical inspections, verifying firmware revisions, and delivering site reports with service recommendations.
- Call-Outs: Responding to critical plant failures within 8 hours and non-critical issues within 24 hours.
- Staff: Providing fully trained staff with safety clothing, capable of performing maintenance, fault finding, and repairs.
- Meetings: Attending maintenance coordination meetings as required by the municipality.

- Completed and signed MBD forms (MBD 1, Form A, Form B, Form C, Form G, Form H, Form I, Form K, Form M)
- Valid Tax Compliance Status PIN (original and valid)
- CSD Full Report (with CSD registration number)
- Company Registration Certificate (CIPC)
- Certified copies of ID documents of all directors
- CIDB Registration Certificate (minimum 2SO or higher)
- B-BBEE Certificate or Sworn Affidavit
- Municipal Utility Account (not older than 3 months)
- Form E: Financial References / Bank Details (with original or certified bank letter)
- Form F: Municipal Utility Account Declaration
- Form J: Declaration of Procurement above 10 Million (if applicable)
- Proof of attendance at the compulsory briefing session
- Functionality submission document (separate bound document with CVs, qualifications, and traceable company experience)
- Annual Financial Statements (3 years, if applicable)
- Joint Venture Agreement (if applicable)
- Lease Agreement and Municipal Utility Account (if premises are leased)
Functionality Evaluation Criteria
Bidders must achieve a minimum of 35 points out of 60 (58%) in the functionality evaluation to proceed to the price and preference stage. Points are awarded as follows:
- Traceable Project Experience (30 points): 4+ RO maintenance projects = 30 points; 3 projects = 20 points; 2 projects = 15 points.
- Individual Qualifications (15 points): National Diploma in Civil Engineering (NQF 6) = 15 points; Certificate Qualification (NQF 4) = 10 points.
- Individual Experience (15 points): 4+ years in RO plant maintenance = 15 points; 3 years = 10 points; 2 years = 5 points.
Price and Preference
The tender will be evaluated using the 80/20 preference point system, with 80 points allocated to price and 20 points to specific goals. Specific goals include:
- Youth: 10 points
- Woman: 5 points
- People Living with Disability: 2 points
- Geographic Area / Locality (GSDM): 3 points
