The eDumbe Local Municipality invites suitably qualified civil engineering contractors to submit proposals for inclusion on a panel for the construction, rehabilitation, repairs, and maintenance of municipal infrastructure. The contract is for a period of 36 months and aims to establish a panel of up to thirty (30) 1CE to 3CE contractors and ten (10) 4CE or higher contractors.

Scope of Work
The scope encompasses a wide range of civil engineering services across all eDumbe Municipality wards, including:
- Repairs and maintenance of municipal roads, stormwater, bridges, and causeways
- Construction of new roads and stormwater infrastructure
- Supply and delivery of materials for road maintenance
- Construction, refurbishment, and maintenance of sports fields, parks, and garden facilities
- Construction of new cemeteries and waste disposal sites
- Refurbishment of existing waste disposal sites
- Rehabilitation of storm-damaged infrastructure
Eligibility and Special Conditions
Only contractors registered and in good standing with the Construction Industry Development Board (CIDB) with grading 1-3 CE and 4CE or higher are eligible to tender. Importantly, RDP criteria are applied to bids for contractors with 1-3 CE/GB grading. This bid is open only to contractors who reside within the eDumbe Local Municipality area of jurisdiction. Proof of address via a municipal utility bill or affidavit confirming locality is mandatory.
Evaluation Process
Bidders are required to obtain a minimum score of 70 points on the functionality criteria to be considered for the panel. The evaluation will be based on the following criteria: technical capacity (40 points), contract manager qualifications and experience (15 points), site agent qualifications (10 points), foreman experience (10 points), quality control plan (10 points), and plant and equipment (15 points). Second-stage evaluations, using the 80/20 preferential procurement system (80 points for price, 20 for specific and RDP goals), will apply at the RFQ stage once panel members are established.
Appointment and Rotation System
The top 30 highest-scoring responsive bidders for the 1CE to 3CE panel and the top 10 for the 4CE or higher panel will be appointed. Work will be allocated through a rotation system or competitive bidding among panel members, with emergency work assigned to the first available pre-approved contractor.

- Completed MBD forms (MBD 1, MBD 4, MBD 8, MBD 9)
- Valid Tax Clearance Certificate or Tax Compliance Status PIN
- Full Company Registration documents from CIPC (certified copies of ID documents of all directors/members)
- CIDB Registration Certificate (in good standing)
- CSD Registration Report (full summary)
- Municipal Rates Clearance Certificate (not older than 3 months)
- Valid Letter of Good Standing (COIDA)
- Agreement in terms of Section 37(2) of the Occupational Health and Safety Act No 85 of 1993
- Record of Addenda to Tender Document
- Certificate of Authority to Sign Documents
- Proof of Workmen’s Compensation Registration
- Declaration of Interest (MBD 4)
- Declaration of Bidder’s Past Supply Chain Management Practices (MBD 8)
- Certificate of Independent Bid Determination (MBD 9)
Failure to submit any of these mandatory documents will result in the bid being deemed non-responsive and disqualified.
