The City of Mbombela invites bids from experienced service providers for the provision of catering, stage and sound system, and transport services for a strategic outreach programme in the Eastern Region. This is a once-off event to be held at Nsikazi Stadium, with the date to be communicated to the successful bidder upon appointment.

Scope of Services
The appointed service provider will be required to deliver a comprehensive package of services for an estimated 500 attendees, including:
Catering Services: Breakfast for 100 people and lunch for 500 people (comprising 3 starches, 2 proteins, 2 salads, 2 vegetables, and beverages)
Stage and Sound System: Professional PA system (5,000-8,000 watts RMS), backline for live performances, podium stand, tent for 500 people, stage, 500 chairs, tables, decorations, and 4 mobile VIP toilets
Transport Services: Return trips from 11 wards (Wards 4, 10, 11, 31-38) to Nsikazi Stadium, with 30 people per ward
Mandatory Submission Requirements
Bidders must submit the following compulsory documents:
- Valid Tax Compliance Status (TCS) Pin
- Company Registration Certificate
- Full CSD Registration Report (not older than 30 days from closing date)
- Certified copies of Business Director(s)’ identity documents
- Proof of company experience: certified appointment letter/purchase order with reference letter for catering services (200+ people)
- Proof of company experience: certified appointment letter/purchase order with reference letter for provision of audio systems
- Certified Certificate of Acceptability (CoA) for basic food safety and hygiene issued by Ehlanzeni District Municipality
- Certified qualification, ID copy, and CV of the project leader (minimum 3 years food handling experience)
- Municipal rates and taxes statements for business premises and all active directors
- B-BBEE Certificate or Sworn Affidavit
Evaluation Criteria and Preference Points
The tender will be evaluated using the 80/20 preference point system:
- Price: 80 points
- Specific Goals: 20 points (allocated as follows: 5 points for 100% black-owned enterprise; 5 points for at least 30% woman shareholding; 2.5 points for at least 30% youth shareholding; 2.5 points for at least 30% disability shareholding; 5 points for EMEs located within Nsikazi area)
Special Conditions and Deliverables
The event date, venue, and programme will be communicated by the Project Manager in advance. Strict adherence to agreed timelines is mandatory, and failure to deliver may result in contract termination. The City reserves the right to reject bids where municipal rates and taxes are in arrears for more than three months. Preference shall be given to bidders whose principal place of business is located within the Eastern Region.
