Functionality Assessment Criteria
Bids will be evaluated in a two-stage process. Stage 1 assesses functionality, requiring a minimum score of 70% to proceed to price evaluation :
- Availability of Funds: Business bank statement confirming at least 30% of quoted value (30 points)
- Ability to Deliver: Own transport (preferably bakkie or truck) or signed lease agreement (30 points)
- Methodology: Delivery plan with timeframes and qualified project manager/personnel (40 points)
