Legal Aid South Africa has issued an open tender for the provision of office accommodation for its Giyani Satellite Office. This is a five-year opportunity for property owners or agents with suitable commercial space in the area.
Tender Overview and Key Dates
The tender, numbered 31/2026, was published on 10 July 2026, with bids closing on 12 August 2026 at 11:00. An optional briefing session will be held on 23 July 2026 at 15:00 at the Ground Floor, Old Mutual Building, Giyani Main Road. Space Requirements
The required office space must be a minimum of 92.4m² and a maximum of 107m² with three (3) secure, lockable parking bays. The facility must accommodate 5 employees and include:
- Two (2) offices
- Three (3) cubicles for legal practitioners
- One consultation room
- A reception and public waiting area
- A kitchen, storeroom, custodial room, and server/network room
- Two toilets (1 cubicle and 1 basin for females; 1 cubicle, 1 basin and 1 urinal for males)
Location and Accessibility
The building must be located close to the local court(s) and public transport facilities (taxi ranks, train stations, or bus terminals). The property must be accessible to persons with disabilities, including ramps and/or lifts where necessary. A standalone building in Giyani is most desirable.
Technical and Compliance Requirements
The building must be zoned for office, business, or commercial purposes, and comply with all building laws, health and safety standards. Bidders must submit a title deed or letter from the tribal authority as proof of ownership. Agents must provide a signed relationship agreement with the property owner.
The successful bidder must allow for Legal Aid SA branding and provide telephone and computer network points, an emergency generator, and UPS facilities. Refurbishment must include partitioning, air-conditioning, painting, and floor covering in corporate colours, as well as power skirtings with two power plugs per workstation.
Evaluation Process
Bids will be evaluated in five phases: responsiveness, disqualification criteria, functionality (minimum 70 points), compliance criteria, and price with B-BBEE (80/20 system). Buildings with structural defects or wall cracks exceeding 5mm will not be considered.
