The Construction Education and Training Authority (CETA) invites bids for the appointment of a service provider to deliver comprehensive cleaning and hygiene services at its Head Office and provincial offices. This three-year contract aims to maintain clean, safe, and functional working environments across all CETA locations.
Tender Scope and Service Locations
The appointed service provider will render physical cleaning and hygiene services at CETA’s Head Office in Midrand and eight provincial offices across South Africa. The total requirement includes 12 cleaners and 1 supervisor, with staffing distributed as follows:
- Head Office (Midrand): 4 cleaners + 1 supervisor (3 females, 2 males)
- Gauteng (Tshwane TVET): 1 cleaner
- Mpumalanga (Nelspruit): 1 cleaner
- Free State (Bloemfontein): 1 cleaner
- North West (Mafikeng): 1 cleaner
- North West Satellite (Klerksdorp): 1 cleaner
- Western Cape (Cape Town): 1 cleaner
- Northern Cape (Kimberley): 1 cleaner
- Eastern Cape (East London): 1 cleaner
Scope of Work and Deliverables
The cleaning services cover offices, boardrooms, passages, kitchens, bathrooms/toilets, storerooms, server rooms, windows, and basements. Specific tasks include:
- Daily vacuuming, dusting, and disinfecting of surfaces with 70% alcohol-based SABS/SANS approved products
- Twice daily emptying and washing of dust bins
- Bi-annual deep cleaning of carpets, ablution areas, and upholstery
- Monthly floor stripping and sealing
- Quarterly window cleaning and basement cleaning
- Bi-weekly safe disposal of sanitary bins
Mandatory Requirements
Bidders must submit the following documents; failure will lead to immediate disqualification:
- Valid COIDA Letter of Good Standing
- Valid Proof of registration with the National Contract Cleaners Association (NCCA), BCCCI, or BEECA
- Proof of CSD Registration (tax compliance verified on award)
- Copy of signed lease agreement or proof of ownership for bidder’s offices (due diligence verification)
- Completed and signed SBD forms (SBD 1, SBD 4, SBD 6.1, SBD 7.2, and GCC)
- BBBEE Certificate or Sworn Affidavit (EMEs: R10m or less; QSEs: R10m-R50m)
- Three reference letters on official client letterheads (not older than 5 years)
- Methodology and approach/company brochure
- Letter from the bank confirming banking details (not older than 3 months)

Functionality Evaluation
Bidders must achieve a minimum threshold of 80 points out of 100 on functionality to proceed to price and preference evaluation. The functionality criteria are:
- Testimonials: 25 points (3 or more reference letters)
- Supervisor Training and Experience: 25 points (minimum NQF Level 4 and 5 years’ experience)
- Methodology: 25 points (covering daily schedules, staffing, quality control, etc.)
- Environmental, Health and Safety Plan: 25 points (OHS policy, chemical handling, PPE, incident reporting, waste management)
