The South African Nuclear Energy Corporation (Necsa) has issued an open tender (FIN-SCM-TEN-0245) to appoint a panel of suppliers for the provision of scaffolding services. This strategic three-year contract targets competent scaffolding firms to support Necsa’s decommissioning, construction, and modification projects across South Africa.
Scope of Work
The appointed service providers will deliver professional scaffolding support services for Necsa projects, particularly in high-security environments such as Koeberg Nuclear Power Station.
Key activities include:
- Scaffolding planning and execution
- Erecting, dismantling, maintaining, and altering scaffolds
- Safety management in scaffolding operations
- Provision and certification of scaffolding equipment
- Other related services as may be required
Resources required: The panel must demonstrate capacity with skilled personnel including Scaffolding Supervisors, Foremen, Inspectors, Erectors, General Assistants, SHE Officers, Site Representatives, and Administrators. Two qualifying CVs per designation are required.
Mandatory Compliance and Security Vetting
Operating within nuclear and high-security facilities requires strict adherence to Necsa’s Health, Safety, Environment, and Quality (SHEQ) policies. Bidders must comply with comprehensive confidentiality agreements, site access requirements, and rigorous alcohol and drug control procedures.

- Proof of consortium/joint venture agreement (if applicable)
- CIDB Grading 3 SL or higher
- Reference letters confirming scaffolding experience
- Two qualifying CVs per designation with attached trade qualifications and certifications
Submission Guidelines and Physical Constraints
Bid documents must be deposited physically in the bid box at Necsa Gate 3. Crucially, the physical size of the bid response is strictly limited to 400mm x 100mm x 150mm due to the tender box aperture. International suppliers may email their submissions to scm@necsa.co.za.
