Scope of Services and Technical Requirements
The appointed panel providers will deliver:
- Commercial-grade digital and litho printing for magazines, booklets, calendars, and promotional materials
- Full-colour and black-and-white printing with precise finishing (stapling, binding, embossing)
- Digital mock-ups and printed samples for client approval prior to production runs
- Delivery to SABC Auckland Park offices with secure packaging to prevent damage
- Quality assurance protocols including colour consistency and error-free finishing
Evaluation Framework and Preference Points
Proposals undergo two-phase assessment: functionality scoring (minimum 70/100 threshold) followed by price and preference evaluation using the 80/20 system. Price accounts for 80 points; specific goals contribute 20 points, including 10 points for EME/SME 51% black ownership, 5 points for general black ownership, 3 points for black women ownership, and 2 points for black youth participation.
Mandatory Submission Requirements
- Valid Central Supplier Database (CSD) registration
- Completed SBD forms (SBD 1, 4, 6.1, 8, 9)
- SARS tax compliance status or TCS PIN
- B-BBEE certificate or sworn affidavit for preference point claims
- Proof of relevant commercial printing experience with public sector or media clients
