The Mpumalanga Department of Public Works, Roads and Transport invites contractors with CIDB grading 2GB to 6GB to bid for general building maintenance of education and health facilities. Tender number PWRT/2614/26/MP closes on 10 June 2026 at 12:00.
Contract Scope (3 Years with Extension Option)
Works cover the Ehlanzeni, Bohlabela, Gert Sibande, and Nkangala districts. The scope includes new construction (up to project value limits aligned with your CIDB grade), renovations, refurbishments, repairs, maintenance, and installations across schools, clinics, hospitals, offices, and staff housing. All work must comply with SANS 2001, SANS 10400, OHSA, and the CIDB Code of Conduct.
Compulsory Briefing Sessions (Attend One)
Attendance is mandatory. Bidders must sign the register in the tendering entity’s name. Choose one session:
- 22 May 2026 at 11:00 – White River Hall, Unit A, White River
- 25 May 2026 at 11:00 – Old TPA Building, cnr Lillian Ngoyi & Dr Beyers Naude Streets, Middelburg
- 26 May 2026 at 11:00 – Batho Pele Building, Ermelo
Only entities appearing on the attendance register will be evaluated.
CIDB Grading & Joint Venture Requirements
- Single tenderers: CIDB 2GB, 3GB, 4GB, 5GB, or 6GB
- Joint ventures: every member must be CIDB-registered; lead partner must have grading within 2GB-6GB (or one level lower); combined grading must meet or exceed the required designation for the sum tendered

- SBD 1, SBD 4, SBD 6.1, and Annexure C (declaration forms)
- CSD registration proof and valid SARS Tax Compliance PIN

- CIPC company registration documents
- Certified ID copies of directors/members/shareholders
- COIDA letter of good standing
- Joint venture agreement (if applicable)
Functionality Evaluation
- Company Experience (40 points) – Two highest-value projects since 2019. Points vary by CIDB grade (e.g., 2GB: above R450k = 20 points; 6GB: above R15m = 20 points)
- Key Personnel Experience (40 points) – Site Agent (National Diploma + experience), Site Foreman, Artisan (trade certificate), Health & Safety Officer (NQF 3+)
- Operational Responsiveness (20 points) – Submit Response Plan, Safety Plan, and Quality Plan
Preference Points (80/20 System)
- Price: maximum 80 points (lowest acceptable bid scores highest)
- Specific goals: maximum 20 points (enterprises owned by persons without pre-1994 franchise = 10 points; women = 4 points; youth = 4 points; persons with disabilities = 2 points)
