Product Specifications and Quality Requirements
Bidders must supply protective clothing meeting strict technical standards:
- Safety Reflective Jackets: Two-tone high-visibility sleeveless design with zip closure, ID pouch, and 50mm PVC white reflective tape; woven polyester material in fluorescent lime green and orange with black polyester binding; IHLM logo embroidered on front left with municipal name below
- Gumboots: Virgin PVC construction, knee-length or ankle height, stainless steel midsole for penetration resistance, 100% polyester single jersey lining, compliant with occupational safety standards, weight 1.4kg

Quantity Requirements and Delivery Expectations
The municipality requires delivery of 300 safety reflective jackets across sizes Small, Medium and Large (100 units each) and 300 pairs of gumboots distributed across sizes 3 to 10. Suppliers must confirm lead times and demonstrate capacity to meet strict delivery schedules, as penalties apply for late submissions.
Eligibility Criteria and Mandatory Documentation
Responsive quotations must include:
- Valid Central Supplier Database (CSD) registration report or MAAA number
- Completed and signed Municipal Bidding Documents (MBD1-9)
- Valid SARS Tax Compliance Status PIN printout
- Signed declaration confirming no undisputed municipal accounts in arrears exceeding 30 days
- Local content declarations (Annexures C, D & E) where applicable
- Proof of 100% local content compliance where stipulated
Evaluation Framework and Preference Points
Quotations will be assessed using the 80/20 preference point system. Price accounts for 80 points, calculated relative to the lowest compliant quote. The remaining 20 points reward specific transformation objectives:
- 6 points for women-owned enterprises
- 6 points for youth-owned companies (owners aged 18-35)
- 6 points for companies owned by black people
- 2 points for enterprises owned by persons living with disabilities
Bidders must submit certified CSD reports and ID copies to claim preference points.
