Mkhondo Local Municipality invites qualified suppliers to submit bids for the supply and delivery of 30 micron heavy duty refuse bags under tender reference MKHO19/2025/26. This 24-month contract, awarded on an “as and when required” basis, supports the municipality’s waste management operations across Piet Retief and surrounding areas in Mpumalanga.
Product Specifications and Quality Standards
Bidders must supply refuse bags meeting strict technical requirements:
- Material thickness: 30 micron heavy duty plastic
- Durability: Suitable for municipal refuse collection and transport
- Size: Standard municipal refuse bag dimensions •Quality: Tear-resistant, leak-proof construction for safe waste handling
All products must comply with South African quality standards and environmental regulations.
Eligibility Criteria and Mandatory Documentation
Responsive bids must include:
- Valid Central Supplier Database (CSD) registration report (not older than 30 days)
- SARS Tax Compliance Status PIN for verification
- Certified copy of current municipal account statement (not in arrears >90 days) or valid lease agreement
- Company registration certificate and certified ID copies of all directors
- Fully completed and signed Municipal Bidding Documents (MBD forms)
Failure to submit any compulsory document will result in automatic disqualification.
Evaluation Framework and Preference Points
Tenders will be assessed through a three-stage process:
- Stage One: Administrative compliance with mandatory returnables
- Stage Two: Functionality assessment requiring minimum 60% score (42/70 points) based on company experience and reference letters
- Stage Three: Price and preference points using the 80/20 system Specific goals contribute 20 points for: 100% Black ownership (5pts), women/youth/disability ownership (2.5pts each), local enterprise within Mkhondo jurisdiction (2.5pts), and B-BBEE Level 1 status (5pts).
