This two-year contract, awarded on an as-and-when-required basis, supports critical infrastructure maintenance for visitor centres, offices, staff accommodation, and tourist facilities spanning from Kommetjie to Cape Point.
Tender Overview and Service Scope
The contract covers comprehensive HVAC services across multiple TMNP geographic zones, including:
- Newlands Fire Base, Cecilia, Boulders, and Olifantsbos facilities
- Tokai administrative precinct, CRC offices, and field operations sites
- Silvermine homestead, picnic areas, and Oudekraal battery sites
- Hout Bay, Orange Kloof tented camps, and back-table hiking huts
- Kloof Nek offices, City Bowl standby quarters, and Cape Point visitor centres
Required services include air filter replacement, coil cleaning, refrigerant level checks, electrical component inspections, thermostat calibration, drainage system maintenance, and new system installations. Contractors must price labour rates for standard hours, weekends, and public holidays, plus markup percentages on parts.
Mandatory Qualification Requirements
Bidders must demonstrate technical competency and regulatory compliance through:
- CIDB contractor grading designation of 2ME or higher
- Valid letter of good standing under the Compensation for Occupational Injuries and Diseases Act (COIDA)
- Proof of registration with the South African Air Conditioning, Refrigeration and Ventilation Industry Association (SARACCA)
- Current SAQCC Certificate of Compliance for air conditioning work
- Certified HVAC/R Trade Test certificates for technical personnel
- Active registration on the National Treasury Central Supplier Database (CSD)
No subcontracting is permitted under this RFQ, and bidders must confirm availability for 365-day service coverage.
Evaluation and Preference Point System
Proposals undergo a two-stage evaluation process. First, functionality scoring assesses company experience through client reference letters detailing project scope, timeframes, values, and performance outcomes. Bidders must achieve a minimum score of 60 out of 100 points to proceed. Qualified submissions then advance to the 80/20 preferential procurement system, allocating 80 points for price competitiveness and 20 points for specific transformation goals including historically disadvantaged individual ownership, women participation, youth enterprise development, disability inclusion, military veteran involvement, and local community enterprise support.
Operational and Safety Compliance
Service delivery occurs within a protected national park environment, requiring strict adherence to:
- Occupational Health and Safety Act 85 of 1993 and Construction Regulations 2014
- SANParks Environmental Management Plan and Code of Conduct for working in national parks
- Site-specific access protocols coordinated with Section Rangers and Technical Managers
- Public safety measures including signage, controlled work zones, and environmental protection during all maintenance activities
Contractors must submit written quotations for approval before commencing work, with time and travel logged and signed off by authorised SANParks personnel.
