The Airports Company South Africa (ACSA) has issued an open Request for Bid (RFB) under reference number COR8068/2025 for the appointment of meter taxi service providers across eight (8) major South African airports for a period of up to five (5) years. This strategic procurement aims to enhance passenger mobility, ensure reliable intermodal transport connectivity, and support local economic participation through inclusive, compliant service delivery.
Overview of the ACSA Meter Taxi Services Tender
Published on 5 February 2026, this tender invites qualified and registered meter taxi operators to provide professional, safe, and efficient road transport services at key domestic and international gateways. As part of ACSA’s non-aeronautical revenue strategy, the initiative seeks to formalise and optimise meter taxi operations while prioritising service quality, security compliance, and empowerment objectives under the Preferential Procurement Policy Framework Act (PPPFA), 2022.
Scope of Work and Airport Locations
The successful bidders will be appointed to operate at one or more of the following airports:
- Cape Town International Airport (CTIA)
- King Shaka International Airport (KSIA)
- Chief Dawid Stuurman International Airport (CDSIA)
- Bram Fischer International Airport (BFIA)
- King Phalo Airport (KPA)
- George Airport (GA)
- Kimberley Airport (KA)
- Upington Airport (UA)
Bidders may apply for any number of sites. The scope includes:
- Providing licensed meter taxis (sedans and 7-seaters)
- Paying a monthly minimum fee per vehicle (ranging from R600 to R1,000 excluding VAT)
- Submitting a security deposit equivalent to three months’ fees per vehicle
- Ensuring all drivers meet strict operational and residency criteria
Key Dates, Briefing Session, and Submission Guidelines
An optional virtual briefing session will be held via Microsoft Teams on Thursday, 19 February 2026 at 12:00 PM. While attendance is not compulsory, it offers an opportunity to clarify technical and operational requirements.
Completed bids must be hand-delivered in a sealed envelope clearly marked with the tender number and description and deposited into Tender Box C at the ACSA Head Office, North Wing, 3rd Floor, OR Tambo International Airport, 1 Jones Road, Kempton Park, 1627, by 12:00 PM on Friday, 20 March 2026.
Late, emailed, or faxed submissions will not be accepted.

Mandatory Documentation and Driver Requirements
Bidders must submit:
- Valid SARS Tax Compliance PIN
- Proof of CSD registration
- B-BBEE certificate or sworn affidavit
- Completed Standard Bidding Documents (SBDs)
- Sample profiles of five (5) proposed drivers, each with:
- Minimum 5 years’ experience in meter taxi operations
- Valid South African driver’s license and Professional Driving Permit (PDP)
- Certified ID copy and proof of residence in the province of the bidding airport
All personnel may be subject to security vetting, as ACSA operates under the National Key Points Act.
Evaluation Criteria and Preference Point Allocation
The evaluation follows a two-stage process:
- Compliance and Functionality Check: Verification of mandatory documents and driver qualifications
- 80/20 Preference Point Scoring:
- 80 points for competitively priced, compliant offers
- 20 points for specific empowerment goals:
- Black ownership
- Women ownership
- Youth ownership
- Disability ownership
- Localisation within the relevant province
Preference claims must be supported by certified documentation. Unverified claims receive zero points.
