    2. Courier Services

    • Transport of water, oil, coal, resin, and instrument samples between Majuba Power Station and designated laboratories (e.g., Eskom RTD, Spectracare, Aquatic Lab)

    • Use of roadworthy vehicles and drivers with valid medical fitness certificates

    Both services are required on an “as and when required” basis, with performance monitored through service-level agreements.

    Evaluation Criteria and Preference Point Allocation

    The evaluation follows a two-stage process:

    1. Compliance and Functionality Check: Verification of mandatory documents and technical capability
    2. 80/20 Preferential Procurement Scoring:
      • 80 points for competitively priced, compliant offers
      • 20 points for specific empowerment goals:
        • Black ownership (up to 5 pts)
        • Women ownership (up to 4 pts)
        • Youth ownership (up to 3 pts)
        • Disability ownership (up to 2 pts)
        • Localisation and industrialisation alignment (per SDLI strategy)

    Preference claims must be substantiated with certified documentation. Unverified claims receive zero points.
