The Road Accident Fund (RAF) has issued a Request for Quotation (RFQ) under reference number PR10113826 for the replacement of the existing DSTV infrastructure and installation of a new communal satellite system serving ten (10) decoders at its Head Office in Centurion, Gauteng. The project includes removal of outdated equipment, installation of high-performance communal components, and full commissioning of the new system. Submissions must be emailed by 15:00 on Thursday, 12 February 2026, to rfq.procurement@raf.co.za.
A compulsory site visit will be held on 9 February 2026 at 11:00 at RAF Head Office—attendance is mandatory for all bidders.
Project Scope: Modernising Internal Broadcast Infrastructure
The successful service provider will:
- Remove and dispose of the existing DSTV system
- Install a communal satellite distribution system, including:
- Quattro Communal Quad LNB (High Performance Satellite LNB)
- 16-way Quattro Multi-switch (User Band DSCR)
- 2-way signal booster for enhanced distribution
- 500m RG6 DSTV coaxial cable
- Connect and configure 10 existing decoders to the new system
- Test signal quality and ensure full operational functionality
All work must comply with DSTV accreditation standards and include a 3-month warranty on parts and labour.
Mandatory Requirements and Documentation
Bidders must submit:
- A detailed technical and pricing proposal with VAT-inclusive costs
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Proof of DSTV-approved installer status or partnership with an accredited installer
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions from bidders who attended the compulsory site visit will be evaluated.
