Msinsi Holdings (SOC) has issued a Request for Quotation (RFQ) under reference number MSI070/2026 for the replacement of an existing tent unit and construction of a new tent with wooden deck at the Inanda Dam visitor facility in KwaZulu-Natal. The project aims to enhance tourism infrastructure and improve visitor experience at one of the province’s key recreational and heritage sites. Submissions must be completed online via the National Treasury eTenders portal by 16:00 on Monday, 16 February 2026.
A compulsory site briefing will be held at Inanda Dam, with attendance mandatory for all bidders.
Project Scope: Tourism Infrastructure Upgrade
The successful contractor will deliver:
- Demolition and removal of the existing tent structure
- Site preparation, including topsoil stripping and stockpiling
- Construction of a new timber deck with treated hardwood and compliant structural supports
- Installation of a new high-quality tent unit suitable for public use in outdoor conditions
- Finishing, safety compliance, and cleanup of the entire work area
All work must comply with SANS standards, environmental regulations, and Msinsi’s design specifications.
Mandatory Requirements and Compliance
Bidders must meet the following non-negotiable criteria:
- Valid CIDB registration at Grade 2GB or higher
- Proof of registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Evidence of similar past projects involving tent structures or tourism infrastructure
Joint ventures must provide a notarised agreement and ensure all partners meet these requirements.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions from bidders who attended the compulsory briefing will be evaluated.
