The Department of Science, Technology and Innovation (DSTI) has issued a Request for Quotation (RFQ) under reference number RFQ01/14/2025-26 for the provision of professional services to address burnout, stress, and work-life balance among its employees in Pretoria. The initiative aims to promote sustainable employee wellness through evidence-based interventions, workshops, and tailored support strategies. Submissions must be emailed by 11:00 on Friday, 13 February 2026, to the designated SCM practitioner.
This is a time-sensitive opportunity for qualified organisational psychologists, wellness consultants, or human capital development firms with expertise in public sector mental health and workplace resilience.
Programme Objectives: Building a Resilient Public Service
The DSTI recognises that sustained high performance requires holistic employee wellbeing. This intervention will:
- Assess current stress levels and burnout risk across teams
- Deliver customised workshops on stress management, boundary setting, and recovery practices
- Provide tools and frameworks to improve work-life integration
- Equip managers with skills to foster psychologically safe and supportive teams
- Recommend long-term wellness policies aligned with public service values
All activities must be conducted in person at the DSTI’s Brummeria offices, with flexibility for hybrid follow-ups if needed.
Scope of Services: Integrated Wellness Support
The successful service provider will deliver:
- A diagnostic assessment of departmental stress and burnout indicators
- Two half-day interactive workshops for staff and leadership
- One-on-one coaching sessions (minimum 10) for at-risk employees
- A final report with actionable recommendations and sustainability roadmap
- All materials, facilitation, and reporting in English
The total contract value is capped, and proposals must include a firm, all-inclusive price covering personnel, travel, materials, and VAT.
Mandatory Submission Requirements
To be considered, quotations must include:
- A detailed technical and financial proposal
- Valid SARS Tax Compliance PIN
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 1, SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim)
- CVs of proposed facilitators with relevant qualifications in psychology, HR, or occupational health
Proposals must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions will be evaluated.
