The Western Cape Department of Health and Wellness has issued an open Request for Bid under reference number RCCH23/2025 for the supply and delivery of various beef products to the Food Services Department at Red Cross War Memorial Children’s Hospital in Rondebosch, Cape Town. The contract will run for three (3) years and requires a reliable, compliant, and Halaal-certified supplier capable of delivering high-quality, safe, and nutritious beef products tailored to paediatric dietary needs. Submissions close at 11:00 on Thursday, 26 February 2026.
This is a critical procurement supporting the nutritional care of vulnerable children in one of South Africa’s leading paediatric facilities.
Scope of Supply: Paediatric-Grade Beef Products
The successful bidder will deliver a range of beef products, including:
- Beef mince (7000 kg/month)
- Beef sausages (2500 kg/month)
- Assorted smoked viennas
- Beef cold meats
All products must:
- Be Halaal-certified with valid documentation from an accredited authority
- Comply with GN R.1125 of 8 August 2003 (General Hygiene Requirements for Food Premises)
- Meet strict paediatric nutritional and safety standards
- Be delivered in temperature-controlled vehicles with full traceability
Deliveries must occur Monday to Friday between 07:30–12:00 or 14:00–15:00, as specified in weekly orders.
Mandatory Requirements and Compliance Documentation
Bidders must submit the following to be considered:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- Valid Halaal Certificate from an accredited body
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Three verifiable client references for similar food supply contracts in the past five years
- Completed Standard Bidding Documents: WCBD 4 (Declaration of Interest) and WCBD 6.1 (Preference Points Claim)
- Sample packaging and labelling demonstrating compliance with specifications
Failure to provide any mandatory document will result in disqualification.
Evaluation Process: Three-Stage Assessment with Sample Testing
Bids will be evaluated in three phases:
- Compliance Check: Verification of mandatory documents and technical adherence
- Sample Evaluation: Shortlisted bidders must submit product samples for sensory and quality assessment
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and SMME status)
Only bidders who pass all stages will be awarded the contract.
