The Airports Company South Africa (ACSA) has issued a Request for Quotation (RFQ) under reference number 12054 for the appointment of a qualified service provider to deliver painting services at King Phalo Airport in East London, Eastern Cape. The contract will span three (3) years and cover interior and exterior painting across terminal buildings, administrative offices, and airport infrastructure. Submissions must be delivered in hard copy by 13:00 on Friday, 20 February 2026, to the ACSA Admin Office at King Phalo Airport.
A non-compulsory clarification meeting will be held on 5 February 2026 at 11:00 at the Information Desk, King Phalo Airport—attendance is recommended but not mandatory.
Scope of Work: Comprehensive Painting and Surface Maintenance
The successful contractor will provide:
- Interior and exterior painting of walls, ceilings, doors, and structural elements
- Surface preparation, including scraping, sanding, priming, and patching
- Application of high-quality, durable, and weather-resistant paints suitable for high-traffic public environments
- Compliance with ACSA safety, environmental, and aviation security protocols
- Clean-up and waste disposal in accordance with municipal and environmental regulations
All work must be executed during non-peak hours to minimise disruption to airport operations.
Mandatory Requirements and Documentation
Bidders must submit the following to be considered:
- Valid CIDB registration at Grade 3SK or higher
- SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- COIDA Letter of Good Standing
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Two verifiable references for similar painting contracts valued at R500,000 or more
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: Functionality and 80/20 Preference System
Quotations will be evaluated using a two-stage process:
- Functionality Assessment: Based on technical methodology, experience, resource capacity, and compliance history
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80)
- 20 points: Specific Goals (Black, women, youth, disability, and military veteran ownership)
Only bidders who pass the functionality threshold will proceed to price evaluation.
