    WC Health Seeks 3-Year Cleaning Provider for False Bay Hospital

    The Western Cape Government Department of Health has issued an open Request for Bid under reference number WCGHSC0470/2025 for the appointment of a service provider to deliver comprehensive cleaning services at False Bay Hospital in Fish Hoek, Cape Town. The contract will span three (3) years and requires a professional, compliant, and experienced contractor capable of maintaining the highest standards of hygiene, infection control, and facility presentation in a critical healthcare environment. Submissions close at 11:00 on Friday, 20 February 2026.

    A compulsory site briefing and inspection will be held on 10 February 2026 at 10:00 at the main entrance of False Bay Hospital. Attendance is mandatory for all bidders.

    Scope of Work: Full-Spectrum Hospital Cleaning and Hygiene Management

    The successful service provider will deliver daily cleaning and sanitation across all hospital areas, including:

    • Patient wards, theatres, consultation rooms, and corridors
    • Ablution facilities, staff areas, kitchens, and public spaces
    • Handling and removal of general waste, recycling, and healthcare risk waste (including sharps, infectious, anatomical, and pharmaceutical waste)
    • Provision of trained, uniformed cleaning staff working 24/7 in 12-hour shifts (day and night)
    • Compliance with Occupational Health and Safety Act, National Environmental Management: Waste Act, and hospital infection control protocols

    All staff must undergo in-service training, hold police clearance certificates, and communicate in at least two of the Western Cape’s official languages (English, Afrikaans, Xhosa).

    Mandatory Requirements and Documentation

    Bidders must submit the following to be considered:

    • Valid registration on the Central Supplier Database (CSD)
    • SARS Tax Compliance PIN or clearance certificate
    • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
    • COIDA and UIF registration certificates
    • Three verifiable references for similar hospital cleaning contracts in the past five years
    • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), and SBD 8 (Past SCM Practices)
    • Detailed rostering plan and staff deployment profiles

    Failure to provide any mandatory document will result in disqualification.

    Evaluation Criteria: Functionality and 80/20 Preference System

    Bids will be evaluated in two stages:

    1. Functionality Assessment: Based on methodology, staffing, experience in hospital environments, and compliance capacity
    2. 80/20 Preferential Procurement Scoring:
      • 80 points: Price (lowest compliant = 80)
      • 20 points: Specific Goals (Black, women, youth, disability ownership, and SMME status)

    Only bidders who meet the functionality threshold will proceed to price evaluation.
