Mandatory Compliance and Documentation Requirements

- Valid Company Registration Certificate (CRC) showing active members (not required for sole traders or partnerships)
- Proof of registration on the Central Supplier Database (CSD) with full CSD report
- Company profile detailing experience in supplying HTH or similar water treatment chemicals

- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including:
- 6 points: Locality (Maluti-a-Phofung = 6 pts; Thabo Mofutsanyana = 4 pts; Free State = 2 pts)
- 5 points: Black ownership (≥50%)
- 5 points: Youth ownership (ages 18–35)
- 4 points: Women ownership
