The Dihlabeng Local Municipality has issued an open Request for Bid under reference TS010/2025 for the Appointment of a Panel of Two to Four (2–4) Service Providers to supply and deliver water and wastewater treatment chemicals, reagents, and laboratory ware across its water treatment facilities for a period of three (3) years. This critical procurement ensures uninterrupted, high-quality water services to communities in and around Bethlehem, aligning with national drinking water standards (SANS 241:2015). The tender was published on Tuesday, 9 December 2025, with a closing deadline of Friday, 16 January 2026 at 11:00 AM.
Tender Overview and Municipal Water Security Mandate
As a key water services authority in the Free State, Dihlabeng Local Municipality is committed to maintaining safe, reliable, and compliant water infrastructure. The establishment of a pre-qualified supplier panel will enhance supply chain resilience, reduce procurement lead times, and support consistent water quality across all municipal treatment works. The successful bidders will be engaged on a “call-off” basis as operational needs arise.
Scope of Supply: Chemicals, Reagents, and Labware
The appointed suppliers will deliver a comprehensive range of SANS/NSF-approved products, including:
- Treatment chemicals: flocculants, coagulants, chlorine, pH adjusters, and antiscalants
- Laboratory reagents and consumables: titration kits, testing strips, calibration standards
- Labware: graduated cylinders, beakers, pipettes, and sample bottles
- Calibration and maintenance support for chemical handling equipment
All deliveries must include Certificates of Analysis (CoA), Safety Data Sheets (SDS), and proof of compatibility with existing municipal systems. Suppliers must also provide free training to municipal staff on the safe handling and use of chemicals.
Mandatory Qualifications and Compliance Requirements
To be considered responsive, bidders must:
- Be registered on the Central Supplier Database (CSD)
- Hold a valid SARS Tax Compliance Status (TCS) PIN
- Submit a comprehensive Safety, Health, and Environmental (SHE) Plan
- Provide an Emergency Response Plan for chemical spills or transport incidents
- Include three verifiable reference letters for similar municipal contracts
- Supply flocculant samples (2 x 500ml) if shortlisted (non-reimbursable)
Failure to submit any mandatory document or sample will result in disqualification.
Compulsory Briefing and Submission Guidelines
A compulsory briefing and site inspection will be held on Friday, 12 December 2025 at 09:00 AM at the Bethlehem Town Hall, 20 Muller Street. Attendance is mandatory—bidders who do not attend or fail to sign the attendance register will be disqualified.

Evaluation Methodology and Preference Point Allocation
Bids will undergo a four-stage evaluation:
- Pre-Evaluation: Verification of all mandatory documents
- Functionality Assessment (60% minimum required): Scoring based on technical skill, plant optimisation capability, and quality management systems
- 80/20 Preferential Procurement Evaluation:
- 80 points for price competitiveness
- 20 points for specific goals:
- 10 points: Historically Disadvantaged Individuals (HDI) ownership
- 6 points: Business within Dihlabeng Municipality
- 4 points: Business within Free State Province
- Risk Analysis: Financial stability, delivery capacity, and past performance
Only bidders passing all stages will be appointed to the panel.
