Scope of Professional Engineering Services
Appointed firms will be engaged on an “as-and-when-required” basis to deliver services across all phases of infrastructure projects, including:
- Inception and feasibility studies
- Preliminary and detailed design
- Tender documentation and procurement support
- Construction supervision and contract administration
- Operations and maintenance planning
Key project categories include water purification, sewerage systems, master planning, road rehabilitation, and municipal buildings. Firms must demonstrate experience in projects valued over R20 million (VAT inclusive) and operating within the KwaZulu-Natal region.
Mandatory Qualifications and Documentation
To be considered responsive, bidders must:
- Be registered with the Engineering Council of South Africa (ECSA)
- Hold valid Professional Indemnity Insurance
- Submit three verifiable client reference letters for similar municipal projects
- Provide detailed CVs of key personnel, including the Project Director and Engineering Representative
- Include proof of CSD registration, SARS Tax Compliance PIN, and municipal account clearance
All documents must be submitted in the original tender format—retyping or reformatting will result in disqualification.
Evaluation Criteria and Functionality Threshold
Bids will undergo a rigorous functionality assessment (maximum 100 points), with a minimum threshold of 70 points required to proceed. Scoring is based on:
- Key Personnel (12 points): Qualifications, ECSA registration, and regional experience
- Company Experience (10 points): R20M+ municipal projects in KZN over the past 5 years
- Local Office Presence (5 points): Demonstrated operations within KwaZulu-Natal
- Quality Assurance and Professional Standing (5 points)
Only pre-qualified bidders will be evaluated under the 90/10 Preferential Procurement System, where 90 points are awarded for price competitiveness and 10 points for specific empowerment goals.
