The Industrial Development Corporation of South Africa Limited (IDC) has issued a Request for Proposal (RFP) under reference T48-11-25 for the Provision of Waste Management Services at its head office in Sandton, Johannesburg. This three-year contract supports the IDC’s strong commitment to environmental sustainability, corporate responsibility, and operational efficiency. The RFP was published on Friday, 5 December 2025, with a closing deadline of Monday, 12 January 2026 at 11:00 AM.
Tender Overview and Sustainability Mandate
As a national development finance institution driving industrial growth and green economic transformation, the IDC is committed to minimizing its environmental footprint. The appointed service provider will play a critical role in achieving the IDC’s ambitious goal of recycling between 70% and 100% of all waste generated from its Sandown office. The selected contractor must demonstrate expertise in sustainable waste handling, regulatory compliance, and transparent reporting.
Scope of Waste Management Services Required
The service provider will be responsible for the full lifecycle management of both general and hazardous waste, including:
- Daily collection, segregation, removal, and transportation of waste streams
- Disposal at approved facilities: general waste to municipal landfills, hazardous waste to licensed depots
- Provision of colour-coded bins, liners, and signage to support proper segregation
- Monthly provision of disposal certificates for all waste streams
- On-site consultation on best practices to improve waste diversion and reduce landfill dependency
The IDC generates a range of waste types, including paper, plastics, e-waste, toner cartridges, kitchen waste, and occasional hazardous materials—all requiring compliant handling.
Recycling Targets and Reporting Obligations
A core requirement of this RFP is the achievement of a 70–100% recycling rate, verified through monthly reports that include:
- Tonnage of waste collected vs. recycled
- Types of materials diverted
- Certificates of disposal or recycling from licensed facilities
- Recommendations for improvement
Bidders must submit sample report templates and describe the digital or manual systems they will use to track and validate performance.
Mandatory Documentation and Submission Rules
To be considered responsive, bidders must submit:
- A completed RFP response with technical and commercial sections
- Valid SARS Tax Compliance Status (TCS) PIN
- Proof of CSD registration
- Three reference letters from commercial or corporate clients over the past 10 years
- Detailed costing model using the IDC’s provided template
- Company profile highlighting experience in corporate waste management
All submissions must be emailed to hleketah@idc.co.za by the closing deadline. Late, faxed, or hand-delivered proposals will not be accepted.
Evaluation Criteria and Contract Duration
Proposals will be evaluated on:
- Technical capability and methodology (40 points)
- Experience with corporate clients (20 points)
- Recycling performance and sustainability approach (20 points)
- Price competitiveness (20 points)
The contract will run for three (3) years, commencing immediately upon award, with services rendered at 19 Fredman Drive, Sandown, Johannesburg, 2196.
