Tender Overview and Facility Context
Located at the Fedsure Building, 49 Maitland Street, Bloemfontein, 8301, the RAF’s Free State Customer Service Centre serves as a key point of contact for road accident victims and the public. The appointed service provider will ensure this high-traffic facility remains clean, well-maintained, and compliant with occupational health and safety standards throughout the contract period, which commences on 1 January 2026.
Scope of Cleaning and Hygiene Services
The successful contractor will be responsible for daily cleaning across all areas of the centre, including:
- Reception, offices, and waiting areas
- Ablution facilities (toilets, basins, urinals)
- Staff kitchenettes and pantries
- Windows, floors, and high-touch surfaces
In addition, the provider must supply all cleaning consumables and equipment, including:
- 5L of foam hand soap (monthly refills)
- 2L of window cleaner
- Mops, buckets, vacuum cleaners, and sanitising tools
All items must be SABS-approved, and the contractor must ensure defective equipment is repaired or replaced within 48 hours of reporting. Consumables will be inspected and verified monthly by RAF personnel.
Mandatory Documentation and Compliance
To be considered responsive, bidders must submit the following via email:
- Completed RFQ document with pricing schedule
- Valid SARS Tax Compliance Status (TCS) PIN
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE certificate or sworn affidavit
- Completed SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
Note: The RAF will not make any upfront payments. Invoices must be submitted to creditors@raf.co.za after service delivery.
Evaluation Criteria and Preference Points
The RFQ will be evaluated under the 80/20 Preferential Procurement System:
- 80 points for price competitiveness
- 20 points for specific empowerment goals, including Black, women, youth, and disability ownership
All preference claims must be substantiated with CSD reports or certified documentation. Only compliant and technically responsive bidders will be considered.
