The Department of Small Business Development (DSBD) is calling for applications for its Business Infrastructure Support Programme (BISP), a funding initiative designed to strengthen Micro, Small, and Medium Enterprises (MSMEs) across South Africa. Applications opened on 01 September and will close on 19 September 2025.
Programme Overview
BISP provides financial and technical support to MSMEs, municipalities, and related entities to enhance infrastructure and improve access to markets. The programme focuses on enabling small businesses through:
- Built Infrastructure: Refurbished or newly built facilities such as MSME hubs, industrial parks, and market stalls (R1 million – R23 million).
- Equipment, Tools, Technology, and Machinery: Support ranging from R1 million – R5 million.
- Energy Support Solutions: Renewable and alternative energy options valued between R1 million – R10 million.
Who Can Apply?
Applications are open to a wide range of organisations and entities, including:
- Municipalities
- Municipal and Provincial Entities
- Traditional Authorities
- Registered Legal Entities (cooperatives, private companies, informal traders)
The programme targets Micro Enterprises with an annual turnover of up to R10 million, as well as Small Enterprises with turnover not exceeding R10 million.
Application Requirements
Applicants must complete the official BISP application form and submit it together with the required documents, which may include:
- Signed financial statements or management accounts (where applicable)
- Compliance documentation (e.g. Environmental Impact Assessments, land-use permits for infrastructure projects)
- Supplier compliance on the Central Supplier Database (CSD)
- Technical designs, project costing, and breakdowns
- Approvals from the relevant Executive Authority
Late or incomplete submissions will not be considered.

- Email: Submit the completed application form with supporting documents to BISP@dsbd.gov.za
Applicants will receive an automated reference number confirming receipt of their submission.
