Johannesburg, Gauteng – The Gauteng Department of Sport, Arts, Culture and Recreation (GDSACR) has issued an open tender (GT/GDSACR/039/2026) for the establishment of a panel of pre-qualified service providers to render transport services for a fixed period of 36 months. This procurement aims to secure reliable transportation for national days, major events, and various departmental programmes across all five regions of Gauteng.
Project Scope and Service Requirements
The successful panel members will provide transport services on an as-and-when-required basis, including:
- Standard buses (60/65-seater, 75/79-seater, or 115-seater)
- Luxury buses (32 to 52 seats) with toilet facilities and reclining seats
- Semi-luxury buses (60 to 65 seats)
- Buses and kombis equipped for persons with disabilities (wheelchair accessible with hydraulic lifts)
- Standard kombis/minibuses (8, 15, or 22 seats)
Services will be required for events including National Days (Human Rights Day, Freedom Day, Youth Day, Women’s Day, Heritage Day, Reconciliation Day), the Gauteng Carnival, Budget Speech, Fun Runs, and various sporting and cultural events.
Mandatory Requirements
Bidders must meet strict mandatory criteria or face disqualification:
- Attendance at the compulsory briefing session
- Proof of ownership or legal right to use a depot
- Proof of ownership, registration, and availability of at least one vehicle per category bidding for
- Valid vehicle registration documents (RC1) and licence discs
- Valid roadworthy certificates and operating licenses (double disk)
- Proof of mechanical maintenance within the last 12 months
- Valid Professional Driving Permits (PrDP) for all drivers
- Passenger liability insurance cover of at least R1 million
- Central Supplier Database (CSD) registration
Compulsory Briefing Session

Sealed bids must be deposited in the tender box at the Gauteng Provincial Treasury, 5 Hollard Street, Marshalltown, Johannesburg, 2107, before 11:00 on Friday, 23 October 2026. Bids must remain valid for 120 days.

Evaluation Criteria
The evaluation follows a three-stage process:
- Stage 1A: Mandatory administrative compliance
- Stage 1B: Functionality evaluation (minimum 70/100 threshold) – Reference letters (10 points), roadworthy certificates (7 points), service maintenance reports (8 points), drivers’ PrDP (5 points), operational plan (30 points), driver fatigue management plan (10 points), contingency plan (30 points)
- Stage 1C: Site visit evaluation (minimum 18/25 threshold) – Depot verification (5 points), vehicle availability (5 points), compliance with specifications (10 points), alcohol monitoring tools (5 points)
