Bruma, Johannesburg – Air Traffic and Navigation Services (ATNS) Company of South Africa has issued an open tender (ATNS/RFP03/09/2026/27/BS-TRAVEL MANAGEMENT-Re-Ad) for the appointment of a Travel Management Company (TMC) to provide comprehensive travel management services for a period of five years on an as-and-when-required basis. This re-advertised tender presents a significant opportunity for experienced TMCs with proven enterprise integration capabilities.
Project Scope and Service Requirements
The successful bidder will deliver end-to-end travel management services including:
- Domestic, regional, and international air travel bookings
- Accommodation, car rental, and shuttle services
- After-hours and emergency travel assistance
- Conference and event travel coordination
- Online booking tool with ERP integration (Phase 2 within 6 months)
- Carbon footprint reporting and sustainability tracking
- Dedicated account management and 24/7 call centre support
ATNS estimates annual transaction volumes exceeding 10,000 trips, with 1,200 users requiring self-booking access.
Mandatory Requirements
Bidders must meet strict mandatory criteria or face disqualification:
- Valid IATA certificate or licence with numeric code
- Attendance at compulsory briefing session
- Three trade references from organisations with 1,000+ employees
- Minimum three years’ travel management experience
- Key personnel: Key Account Manager (5+ years), Senior Consultant (5+ years), Intermediate Consultant (4+ years)

Submission Details
Bids must be submitted via the National Treasury e-Submission (e-Tender) system before 14:00 CAT on Wednesday, 28 October 2026. Physical submissions may be delivered to ATNS Company Limited, Eastgate Office Park, Block C, South Boulevard Road, Bruma, 2298. Email submissions will not be accepted. Bids must remain valid for 120 days.
Evaluation Process
The evaluation follows a five-phase staged approach:
- Phase 1: Administrative requirements (SARS Tax Compliance PIN)
- Phase 2: Mandatory requirements (IATA, briefing attendance, references, key personnel CVs)
- Phase 3: Functionality (minimum 80/100 threshold)
- Phase 4: System demonstration (minimum 80% required)
- Phase 5: Price and preference (90/10 point system)
Functionality criteria include travel management capability (50 points), system integration and compliance (25 points), and implementation capability (25 points). The 90/10 preference point system allocates 5 points each for 51% Black Owned suppliers and 30% Black Woman Owned suppliers.

Pricing Model
Bidders must propose both transaction fee and management fee pricing models, with separate pricing for the Online Booking Tool and Phase 2 ERP integration. All fees must be VAT inclusive.
