The Border Management Authority (BMA) has published a Request for Proposal (RFP) for the appointment of a service provider to supply a software development team/resources for software development services. Non-Compulsory Briefing Session
A non-compulsory briefing session will be held online on 03 August 2026 at 11:00 via Microsoft Teams. While attendance is not mandatory, bidders are encouraged to attend to gain clarity on the requirements.
Scope of Work
The appointed service provider will deliver custom software development services on an as-and-when required basis, including:
- Software development and integration (web, mobile, enterprise systems)
- Database design, optimisation, and management
- Cloud-based solutions and emerging technologies (AI, data analytics, IoT)
- Testing, quality assurance, and cybersecurity
- Maintenance, support, and technical documentation
- Project management and knowledge transfer
Mandatory Requirements
Bidders must demonstrate proven experience in bespoke ICT system development with at least three successful projects delivered within the past five years. Reference letters from clients must be submitted. Required team members include a Project Manager (NQF 7+), Senior Developer (NQF 6+), Developer, Junior Developer, Database Administrator, Junior Database Administrator, and Software Tester.

- SBD 1: Invitation to Bid – completed and signed
- SBD 3: Pricing Schedule – completed and signed
- SBD 4: Bidder’s Disclosure – completed and signed
- SBD 6.1: Preference Points Claim Form – completed and signed
- Authority to Sign: Resolution authorising the signatory
- CSD Report: Proof of registration on Central Supplier Database
- SARS Tax Compliance PIN: Valid pin issued by SARS
- B-BBEE Certificate: Active certificate or sworn affidavit
- Reference Letters: Three client reference letters on letterhead, signed, dated, with project description and contract value
- Qualifications: SAQA Certificate of Evaluation (SCoE) for non-South African qualifications
- CVs: For Project Manager, Senior Developer, and Database Administrator
- SDLC Methodology: Detailed Software Development Life Cycle methodology
Evaluation Process
The bid will be evaluated in two stages. Stage 1 checks administrative compliance (SBD 1, SBD 3, SBD 4, SBD 6.1, and Authority to Sign). Stage 2 assesses mandatory requirements including experience, qualifications, and Software Development Lifecycle Methodology. Only bidders meeting all Stage 2 requirements proceed to price and preference evaluation.

Specific Goals and Preference Points
The 80/20 preference system applies, with 80 points for price and 20 points for specific goals. Points are awarded for black ownership, women ownership, and youth ownership. All source code and deliverables shall remain the property of the BMA.
