The Department of Forestry, Fisheries and the Environment (DFFE) has issued a Request for Quotation (64 AM/25/26) for the supply and delivery of catering services for a five-day workshop in Limpopo Province, with bids closing on 06 July 2026 .
This catering tender supports a departmental workshop in Feta-Kgomo Tubatse, Burgersfort, requiring services for 30 participants from 06 to 10 July 2026 . The department handles the forestry, fisheries, and environmental portfolios, and this procurement ensures the successful delivery of the workshop, which is critical to the department’s training and stakeholder engagement objectives.
Scope of Work and Catering Specifications
The selected service provider will provide a comprehensive catering service for 30 delegates over five days (06-10 July 2026). Each day includes a mid-morning tea break and a full lunch, with varied menus including sandwiches, starch, meat dishes, salads, vegetables, and beverages. Daily soft drinks and fruit juice are also required.
Mandatory Requirements for Catering:
- Valid Food Premises Certificate issued by the Municipality (non-submission leads to disqualification)
- All tea, coffee, and sugar must be served in individual sealed sachets
- Cutlery, crockery, and serviettes must be adequate for 30 delegates
- Serving stations must be clean, sanitized, and well-presented
- Staff must wear uniforms and PPE (disposable gloves, hair nets, closed shoes, aprons)
- Vehicle for transporting meals must have a canopy (not an open van)
- Tongs/food handling tools must be provided for patrons
- Dedicated bins must be used to remove waste after service
Required Documents for Submission
Failure to submit any mandatory document may lead to disqualification:
- Formal quotation on official company letterhead (include VAT per item, CSD MAAA number, and banking details)
- Completed and signed SBD1 (Invitation to Bid)
- Completed and signed SBD4 (Bidder’s Disclosure)
- Completed and signed SBD6.1 (Preference Points Claim Form)
- CSD Report (proof of registration on Central Supplier Database)
- Valid SARS Tax PIN Certificate
- Valid Food Premises Certificate (issued by the Municipality)
- Valid B-BBEE Certificate or Sworn Affidavit
- Ownership Certificate issued by CIPC
Evaluation Process
80/20 Preference Point System applies:
- Price: 80 points
- Specific Goals: 20 points (More than 50% ownership by Black People, Women, or People with Disabilities = 20 points; 50% and below = 0 points)
Preference Point Claims require:
- Complete and signed SBD 6.1
- Medical Certificate signed by a medical practitioner with practice number (for disability claims)
- SANAS/CIPC Accredited B-BBEE certificate or sworn affidavit indicating ownership levels
- Ownership Certificate issued by CIPC
Submission and Validity
Quotations must be emailed to Quotations@dffe.gov.za by 11:00 on 06 July 2026. The RFQ validity period is 90 days from the closing date. The department may extend the validity period with written notification to bidders.
Special Conditions
- Accepted RFQs will be communicated via an official purchase order or formal appointment letter
- No goods/services must be prepared or delivered before an official order is received
- DFFE reserves the right to negotiate price with a recommended service provider
- The lowest offer will not necessarily be accepted
- Quotations not in the prescribed format or with illegible/incomplete information may be rejected
Disqualification Reasons
- Non-compliant tax status (7 working days to rectify)
- Submitted fraudulent or factually incorrect information
- False declarations on Standard Bidding Documents
- Listed on National Treasury’s Database of Restricted Suppliers or Defaulters
- Failure to quote in line with the specification
