The South African Social Security Agency (SASSA) has issued an open tender (SASSA17-26-GA-KZN) to appoint a broad panel of suitably qualified health practitioners. This strategic 36-month contract aims to resolve current challenges regarding inadequate access to disability-related grants by ensuring high-quality, efficient medical assessments for clients across the KwaZulu-Natal region.
Scope of Services
Appointed health practitioners will play a critical role in the social security assessment process. Key responsibilities include:
- Conducting medical examinations and functional evaluations on booked applicants at designated SASSA assessment sites.
- Performing home visits, at the agency’s cost, to assess bed-ridden applicants unable to travel to SASSA offices.
- Maintaining strict confidentiality over all client information and medical records.
- Adhering to the rule that practitioners cannot assess clients referred by themselves or their own private practices.
- Attending compulsory SASSA training sessions at the practitioner’s own cost prior to commencing duties.
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a stringent administrative compliance package. Essential documentation includes:
- Valid proof of registration with the Health Professions Council of South Africa (HPCSA) and a Letter of Good Standing.
- A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A sworn affidavit confirming the practitioner has never been excluded or suspended from conducting medical evaluations for SASSA, the Department of Health, Department of Transport, Correctional Services, or the Department of Labour.
- Proof that the health practitioner is not permanently employed by any state entity.
Evaluation Criteria
Proposals will undergo a rigorous two-stage evaluation process. Bidders must first achieve a minimum functionality score of 60 out of 100 points, based on clinical experience as an independent health practitioner and verifiable references. Qualifying bids will then proceed to Stage Two, evaluated under the 90/10 preference point system. Note that the medical assessment fee payable per completed assessment is fixed by SASSA and is not subject to price competition.
