South Cape TVET College has issued a Request for Quotation (RFQ AB 19/2026) for the appointment of a service provider to execute comprehensive landscaping and gardening services at its Mossel Bay Campus. This initiative aims to enhance the aesthetic appeal, safety, and environmental sustainability of the educational facility in the Western Cape.
Scope of Works and Quality Assurance
The appointed contractor will supply all labour, materials, plant, and equipment required for site preparation, earthworks, and general landscaping. Key responsibilities include the protection of existing infrastructure and the repair of any damage caused during execution at no additional cost. All materials must comply with SANS standards and industry best practices.
Mandatory CIDB Grading and Compliance
A strict prerequisite for this tender is that bidders must possess a valid Construction Industry Development Board (CIDB) grading of 1 SH or higher. Submissions lacking this mandatory grading or the required returnable documents will be immediately disqualified.
Required Documents for Submission
Bidders must submit the following documents, failure which may result in disqualification:
- Copy of valid Tax PIN certificate
- Latest Municipal Account or Lease Agreement
- CIPRO company registration documents (listing all members with percentages for CCs)
- Copies of all share certificates (with original stamp) for companies
- Shareholding breakdown per race, gender, and percentage shareholding
- Declaration of Interest (SBD 4)
- B-BBEE rating certificate issued by a SANAS Accredited B-BBEE verification agency or affidavit
- COIDA certificate for building construction (Class V) or equivalent
- Proof of CIDB grading – 1SH or higher
- Two reference letters or completion certificates relevant to gardening or landscaping services
- Completed Bid Conditions
- Completed Due Diligence (SBD forms)
- Completed Price Schedule with detailed breakdown

Attendance at the mandatory site clarification meeting is strictly enforced to ensure all prospective bidders understand the campus-specific logistics and scope of works.
