The KwaZulu-Natal Department of Public Works has published a Request for Quotation (RFQ) for the replacement of collapsed perimeter fencing at the Zakhe Child and Youth Care Centre (CYCC) in Kwadabeka, Durban. The project falls under the Department of Social Development and is located within the eThekwini District.
Scope of Work and Project Location
The successful bidder will be responsible for replacing collapsed perimeter fencing at the Zakhe CYCC in Clermont, Durban. The contract period is 3 calendar months, and the project is estimated to have a value of R1,000,000 or less. Bidders must have a CIDB contractor grading designation of 1GB only. No alternative class of work is anticipated for this project.

Quotation documents may be collected during working hours at the KZN Department of Public Works, 455a Jan Smuts Highway, Mayville, Durban. Completed bids must be deposited in the bid box at the same address. Telegraphic, telephonic, telex, facsimile, electronic, posted, and late quotations will not be accepted. Quotations must be submitted on the official forms – not to be re-typed.
CIDB Registration and Eligibility
Only bidders who are registered with the CIDB, or are capable of being so prior to the evaluation of submissions, in a contractor grading designation equal to or higher than 1GB, are eligible to submit quotations. Joint ventures are eligible provided that every member is registered with the CIDB, the lead partner has a 1GB grading designation, and the combined grading designation meets the requirement. Bidders must also be registered on the Central Supplier Database (CSD).

- Site Inspection Certificate (T2.7) – note that no compulsory site meeting has been called
- Contract Form – Purchase of Goods/Works – Part 1 and Part 2 (T2.13, T2.14)
- Bidder’s Disclosure – SBD4 (T2.15)
- Capacity of Bidder (T2.18)
- Invitation to Bid – SBD 1 (T2.20)
- CIDB Registration form or application for registration (F006) including registration number
- Tax Compliance Status (TCS) PIN to verify online compliance via SARS e-filing
- Complete Schedule of rates (C2.2)
- Proof of good standing with the Compensation Commissioner (T2.12)
- Certified CIDB Contractors Grading Designation Certificate
- Certified Proof of Registration Number on the Central Suppliers Database
- Base Line Risk Assessment (T2.17)
Preference Points System
This quotation is subject to the Preferential Procurement Policy Framework Act, 2000 and the Preferential Procurement Regulations, 2022. The 80/20 preference point system will apply (80 points for price, 20 points for specific goals). The specific goal allocated points is Ownership by People who are Women: 20 points. Bidders must submit a Sworn Affidavit (signed and dated by a Commissioner of Oaths) and a certified copy of Identity Document/s as documentary proof.
The total of price and points for specific goals must not exceed 100 points.
Health and Safety Compliance
The successful bidder must comply with the Occupational Health and Safety Act, Act 85 of 1993, and the Construction Regulations of February 2014. The contractor must submit a detailed Construction Safety, Health and Environmental Management Plan for approval before commencement of any construction work. The contractor must also provide a baseline risk assessment and ensure that all site personnel undergo health and safety induction training.
Contract Conditions
The quotation is subject to the JBCC Minor Works Agreement – 4th Edition (for projects R1 to R1,000,000) and the Standard Conditions of Quotation as contained in Annexure “C” of the Standard for Uniformity in Construction Procurement. It is also subject to the KwaZulu-Natal Provincial Treasury Supply Chain Management Policy (December 2005) and the Occupational Health and Safety Act, Act 85 of 1993.
