The City of Mbombela has issued an open tender (COM154/2025) for the appointment of a service provider to establish a comprehensive War Room and Central Control Room. This strategic 36-month infrastructure project aims to revolutionize public safety, traffic management, and security surveillance across the municipality through advanced, multi-disciplinary system integration.
Scope of Work & Technical Requirements
The appointed service provider will supply, install, and maintain an integrated security system for the Central Control Room (“War Room”) and various remote sites. The scope includes:
- Access Control System (facial/tag terminals, maglocks, turnstiles, intercoms)
- Intruder Detection System (PIR detectors, glass break sensors, wireless alarm kits)
- CCTV System (IP cameras, VMS servers, ANPR, central management software)
- Network Infrastructure (Fibre optics, point-to-point radio links, 500Mb business fibre)
- Control Room Furniture & Equipment (operator desks, chairs, safe, cabinets, VOIP phones, GSM radios)
- Enterprise Monitoring Platform (mobile dispatch, tracking, alarm monitoring, digital dispatch)
- Guard & Vehicle Monitoring System (mobile devices, fleet management software)
- 36-month Service Level Agreement (SLA) with annual escalation.
All systems must integrate seamlessly with the City’s existing CCTV and ANPR infrastructure, ensuring 24/7 uninterrupted connectivity and real-time response.
Evaluation and Functional Criteria
Bids will be adjudicated using an 80/20 preference point system. Functional evaluation heavily weights proven experience in constructing and maintaining security surveillance control rooms. Additional functionality points are awarded to bidders operating a local office within the City of Mbombela, ensuring rapid response capabilities and localized technical support.

Mandatory Compliance & Returnable Documents
Bidders must submit the following compulsory documents. Failure to submit any will lead to immediate disqualification.
- CSD Full Registration Report (not older than 30 days from closing date; summary reports NOT accepted)
- Valid Tax Compliance Status (TCS) PIN
- Certified copy of valid B-BBEE certificate or sworn affidavit (for EMEs)
- Company registration certificate (CIPC) and certified ID copies of all directors
- Current municipal rates and taxes statements for the business AND all directors (or lease agreement with lessor’s statement / proof of residence from tribal authority if in a rural area)
- COIDA certificate / Letter of Good Standing (reflecting relevant nature of business)
- Public Liability Insurance (minimum R5,000,000)
- PSIRA Letter of Good Standing and company registration certificate with PSIRA
- SAIDSA Letter of Good Standing
- MEGANET Certification
- ICASA CECS (Communication) and CECNS (Networking) license for Ehlanzeni District OR an ICASA IECNS (Individual) License
- Proof of ownership or lease agreement for a Guard Monitoring system (capable of generating reports, tracking guards’ movement, panic and GPS)
- Company profile with CVs of key personnel
- Three years audited financial statements (or applicable AFS based on public interest score)
- Bank Rating with banking institution stamp
- In case of a JV/Consortium: JV agreement (lead partner must have at least 51% majority shares), plus separate TCS, CSD report, ID copies, and CIPC certificates for each party.
- Certified copies must not be older than three months. Copies of certified copies are unacceptable.
