The North West Department of Health (NWDOH) has re-advertised an open tender for the distribution of pharmaceutical and surgical supplies. The successful bidder will manage the safe, efficient, and timely delivery of essential medical products from Mmabatho Medical Stores to 31 designated health facilities across the province. This lucrative contract spans a four-year period, ensuring critical healthcare supply chain continuity.
Scope of Work & Delivery Requirements
The successful bidder will be responsible for loading, transporting, and unloading stock at designated health facilities, as well as returning documentation and returns to Mmabatho. Key requirements include:
- Delivery schedule: Every second week, with provision for emergency orders.
- Vehicle fleet: 3 x 2-ton, 4 x 4-ton, and 2 x 8-ton vehicles (owned or leased).
- Cold chain compliance: Temperature control systems, refrigerated bodies, alarms, and sensors.
- Tracking: All vehicles must have tracking devices accessible to the Department.
- Bi-weekly deliveries to 31 facilities (list and routes in Annexure B).
Mandatory Functional Criteria
Bidders must meet strict functionality thresholds to qualify for evaluation. The assessment allocates 35 points for cold chain logistics experience and 25 points for financial capacity. Bidders must provide stamped bank statements proving self-funding capability of at least R1,000,000 to demonstrate financial readiness for this large-scale distribution contract.
Cold Chain and Logistics Requirements
Given the nature of the goods, suppliers must maintain continuous temperature and humidity monitoring in load compartments. Vehicles must be equipped with refrigerated bodies, alarms, and sensors. The successful service provider will handle loading and stacking without compromising product quality, adhering to strict first-in-last-out loading protocols for distant facilities.
Mandatory Compliance Documents (Phase 1)
- Fully completed & signed SBD 1, 3.2, 4, 6.1.
- Valid Tax Compliance Status PIN / CSD report.
- Company registration certificate (2008 Companies Act, showing directors’ names).
- Certified ID copies of all directors/main shareholders.
- Valid B-BBEE certificate or sworn affidavit (for EMEs).
- Joint Venture agreement (if applicable) with separate SBD 4 for each party and consolidated B-BBEE certificate.
Submission Guidelines and Deadline
Completed bid documents must be sealed and deposited in the designated Bid Box at the Department of Health North West, New Office Park Building, Ground Floor, Corner First Street and Sekame, Mmabatho. Couriered documents must be deposited by the closing time. Late submissions will be strictly disqualified.
