- SARS tax compliance status PIN or printed TCS certificate
- B-BBEE verification certificate or sworn affidavit for preference points
- Completed SBD4 (Declaration of Interest) and SBD6.1 (Preference Points Claim)
- Proof of prior experience supplying institutional or healthcare clients
Evaluation Framework and Preference Points
Tenders will be assessed using the 80/20 preference point system. Price accounts for 80 points, calculated relative to the lowest compliant bid. The remaining 20 points reward specific transformation goals, including ownership by persons with disabilities and enterprise locality within JPP Municipality-Ubuhlebezwe. Only bidders submitting complete, verified documentation will qualify for preference scoring.
