    Project Scope: Clear View High Security Fence Installation

    The successful contractor will be responsible for the complete supply, delivery and commissioning of Clear View high security fencing at the Jankempdorp Community Health Centre. The scope includes all materials, labour, equipment and supervision required to deliver a compliant, durable fencing solution that meets provincial healthcare security standards.

    Core project requirements:

    • Supply and install Clear View high security fencing as per technical specifications in Annexure A1 and A2
    • Ensure all work complies with relevant South African National Standards and municipal by-laws
    • Complete commissioning and handover within the contract period specified
    • Maintain a safe work environment in accordance with the Occupational Health and Safety Act
    • Provide regular progress reports to the Department’s appointed project manager

    Mandatory Eligibility and Compliance Requirements

    Prospective bidders must be registered on the Central Supplier Database (CSD) at www.csd.gov.za. Registration is compulsory, and bidders must submit a full CSD report with their bid proposal. Failure to provide CSD registration proof will render the bid non-responsive.

    Required documentation for submission:

    • Valid CSD registration report (not older than 30 days from closing date)
    • Tax Compliance Status PIN code from SARS for verification
    • Completed Standard Bidding Documents (SBD1, SBD3.1, SBD4, SBD6.1)
    • Company registration documents and certified ID copies of directors
    • Reference letters and award letters from previous similar work completed
    • All prices must be firm, VAT inclusive and include all delivery costs

    Compulsory Briefing Session and Key Dates

    A compulsory briefing session will be held for all prospective bidders on Friday, 17 April 2026 at 11:00 at Jan Kempdorp CHC, 1 Andalusia Street, Jan Kempdorp. Attendance is mandatory, and bidders who fail to attend will not be considered for award.

    Evaluation Framework: 80/20 Preference Point System

    Bids will be evaluated using the 80/20 preference point system as prescribed by the Preferential Procurement Regulations 2022. A maximum of 80 points is allocated for price competitiveness, with the remaining 20 points dedicated to specific goals focused on economic transformation.

    Specific goals preference allocation (20 points total):

    • Black ownership (100%): 10 points; proportional points for lower percentages
    • Women ownership (100%): 4 points; proportional points for lower percentages
    • Youth ownership (100%): 4 points; proportional points for lower percentages
    • Disability ownership (100%): 2 points; medical proof required
