Scope of Work: Accredited Training Services for Municipal Partnerships
The successful panel of training providers will deliver accredited training interventions to support youth, women, unemployed persons, SMMEs, and cooperatives within Ngwathe Municipality. Service providers must demonstrate accreditation with relevant Sector Education and Training Authorities (SETAs) or the Quality Council for Trades and Occupations (QCTO).
Core training areas include:
- Business and Financial Management programmes
- Technical skills development interventions
- Administration and office management courses
- Electronics and IT skills training
- Communications and soft skills development
- Leadership and management capacity building

Functionality criteria include organisational experience, relevant project references, facilitator capacity, and proposed methodology.
Specific goals preference allocation (20 points total):
- Historical Disadvantaged Individual ownership: up to 10 points
- Locality within Ngwathe Local Municipality boundaries: up to 10 points
Price competitiveness accounts for the remaining 80 points, calculated using the standard PPPFA formula against the lowest acceptable responsive bid.
