The Water Research Commission (WRC) has issued a Request for Quotation (RFQ) under reference number RFQ NO: 094/02/25-26 for the appointment of a panel of freelance science writers to support its public communication and knowledge dissemination efforts over a period of 36 months (3 years). This initiative aims to translate complex water, environmental, and scientific research into accessible, engaging content for diverse audiences across print and digital platforms.
Overview of the WRC Freelance Science Writers Panel RFQ
Published on 5 March 2026, this RFQ invites qualified freelance writers, journalists, and science communicators to join a pre-approved panel from which assignments will be allocated on an “as-and-when-required” basis. The successful candidates will contribute to flagship publications such as Water Wheel magazine, policy briefs, project summaries, and special reports—ensuring that WRC-funded research reaches policymakers, practitioners, and the public in clear, compelling formats.
Scope of Work: Writing Requirements and Deliverables
Selected writers will be tasked with producing:
- Feature articles (up to 2,000 words) for Water Wheel
- Project summaries and success stories based on WRC research
- Press releases, web content, and social media copy
- Special publications and booklets on water, climate, and sustainability
All content must demonstrate the ability to translate technical or scientific information for general audiences. Academic journal-style writing will not be accepted.
Compensation is capped at:
- R7.00 per word (incl. VAT) in Year 1
- R7.20 per word in Year 2
- R7.40 per word in Year 3
Rates are all-inclusive of research, travel, interviews, and visual material sourcing.

There is no compulsory briefing session. All correspondence must include the RFQ number in the subject line.
Mandatory Documentation and Compliance Criteria
To be considered responsive, bidders must include:
- Valid SARS Tax Compliance PIN
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE certificate or sworn affidavit
- CV and certified copies of qualifications (journalism, science, environmental studies, or related fields)
- Five (5) published writing samples clearly bearing the applicant’s name and demonstrating science communication for non-specialist audiences
- Fully completed Standard Bidding Documents (SBDs) as referenced in the RFQ
Proposals quoting above the specified rate per word will be disqualified.
Evaluation Methodology and Preference Point Allocation
This RFQ will be evaluated in three phases:
- Functionality Assessment (Minimum 70/100 points required):
- Tertiary qualification in relevant field (15 pts)
- Demonstrated experience in science/environmental writing (50 pts)
- Quality and relevance of submitted samples (35 pts)
- 80/20 Preferential Procurement Scoring:
- 80 points for compliant, within-budget offers
- 20 points for specific empowerment goals:
- Black ownership
- Women ownership
- Youth ownership
- Disability ownership
Preference claims must be supported by certified documentation. Unverified claims receive zero points.
Shortlisted candidates may be invited to present or discuss their approach, and the WRC reserves the right to conduct site visits or verify credentials.
