Published on 27 February 2026, this RFQ invites accredited and compliant service providers registered on the Central Supplier Database (CSD) to deliver professional catering services for approximately 100 delegates. The successful bidder will be responsible for preparing and serving breakfast and lunch, providing all necessary serving equipment, and ensuring food safety and hygiene compliance throughout the event.
Event Details and Catering Requirements
The catering scope includes:
- Breakfast (served at 08:30 AM): A balanced meal including hot beverages, pastries, fruit, and light breakfast items
- Lunch (served at 13:00 PM): A full hot meal with protein, starch, vegetables, salad, and beverages
- Provision of tables, tablecloths, cutlery, crockery, and serving stations
- On-site food preparation and service at the Mamadila Community Hall
- Compliance with municipal health and food safety standards, including submission of a valid municipal certificate of acceptability for food premises
All meals must be freshly prepared, culturally appropriate, and served in a professional and timely manner.

Mandatory Documentation and Compliance Criteria
To be considered responsive, bidders must include:
- A valid SARS Tax Compliance PIN
- Proof of CSD registration (MAAA number) and full CSD report
- B-BBEE certificate or sworn affidavit (EME/QSE acceptable)
- Municipal certificate of acceptability for food premises
- Fully completed Standard Bidding Documents (SBDs), including SBD 4 (Declaration of Interest)
- Quotation on official company letterhead, signed and dated
Incomplete or unsigned submissions will be disqualified.
Evaluation Methodology and Preference Point Allocation
This RFQ will be evaluated under the 80/20 Preferential Procurement System:
- 80 points for competitively priced, compliant offers
- 20 points for specific empowerment goals:
- Black ownership (up to 20 points for 51%+ Black-owned SMMEs)
Preference claims must be supported by certified documentation from the CSD report and B-BBEE affidavit. Unverified claims will receive zero points.
The NLC reserves the right to request hard copies of supporting documents within 3 working days of submission. Failure to provide these will render the bid non-responsive.
