The Eastern Cape Development Corporation (ECDC) has issued a Request for Quotation (RFQ) under reference number RFQ00011/2026 for the provision of a two-day food safety training programme in Lusikisiki, Eastern Cape, targeting 20 participants from the local community. The training aims to enhance food handling practices, promote hygiene compliance, and support small-scale food entrepreneurs. Submissions must be emailed by 12:00 on Friday, 20 February 2026, to quotations@ecdc.co.za with a copy to kfrance@ecdc.co.za.
This is a short-term, high-impact opportunity for accredited training providers with expertise in food safety and HACCP principles.
Scope of Training: Practical and Bilingual Capacity Building
The successful service provider will deliver:
- Two full days of interactive training covering:
- Hazard Analysis and Critical Control Points (HACCP) and its seven principles
- The food chain and common food hazards (biological, chemical, physical)
- Food safety best practices and legal requirements
- Training must be conducted in both Xhosa and English to ensure accessibility
- All training materials and manuals must be provided and aligned with SAQA standards
- Certificates of attendance (not assessment-based) must be issued to all participants, featuring both the ECDC and trainer’s logos
The training is expected to take place in late February 2026, with the exact date confirmed upon award.
Mandatory Requirements and Accreditation
To be considered, quotations must include:
- A formal quote on company letterhead with firm, VAT-inclusive pricing
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Accreditation with the Quality Council for Trades and Occupations (QCTO) in Food and Beverage
- Minimum 2 years’ experience in food safety training, supported by a company profile
- At least three (3) signed reference letters from past clients confirming satisfactory delivery of similar training
Failure to submit any mandatory document will result in disqualification.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including:
- 12 points: Eastern Cape-based supplier (verified via utility bill, lease agreement, or ward councillor letter)
- 4 points: 51%+ women-owned enterprise
- 4 points: 51%+ youth-owned enterprise
Only complete, responsive, and compliant submissions will be evaluated.
