The Ekurhuleni Housing Company (EHC) has issued a Request for Quotation (RFQ) under reference number EHCCLEANING2026 for the appointment of service providers to deliver integrated cleaning and gardening services across six key residential complexes in Germiston, Gauteng. The contract covers Chris Hani Village Phases 1 & 2, Pharoe Park, Airport Park 1 & 2, and Delville Ext 3 & 9, supporting safe, clean, and well-maintained affordable housing for lower-income residents. Submissions must be hand-delivered by 11:00 on Thursday, 19 February 2026, to EHC’s Head Office in Germiston.
A compulsory briefing session will be held at the same address—attendance is mandatory for all bidders.
Scope of Work: Integrated Facility Maintenance Across Multiple Sites
The successful service provider(s) will deliver:
- Daily cleaning of common areas, passages, staircases, foyers, and entrances
- Sanitisation of shared toilets, including sinks, urinals, mirrors, and floors
- Waste area management, including bin cleaning and disinfection after municipal collection
- Gardening and tree-felling services, including lawn mowing, hedge trimming, and debris removal
- Cleaning of vacant units as required
- Reporting of maintenance issues such as leaks, graffiti, or damaged fixtures
Services must be rendered in accordance with EHC’s hygiene standards and municipal health regulations.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Up-to-date municipal account or valid lease agreement (not in arrears beyond 90 days)
- Certified ID copy (not older than 3 months from closing date)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Company registration documents (CK1)
All documents must be attached to the submission. Incomplete bids will be disqualified.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability ownership, and locality within Ekurhuleni Metro
Only complete, responsive, and compliant submissions from bidders who attended the compulsory briefing will be evaluated.
