The JB Marks Local Municipality in the North West Province has issued an open Request for Bid under reference number Tender 14 of 2025 for the appointment of a panel of qualified electrical contractors to perform emergency repairs and maintenance on the municipality’s electricity distribution network over a three-year period. The scope covers both underground and overhead systems across voltages from 400V to 132kV, with work assigned on an “as and when required” basis. Submissions must be hand-delivered by 12:00 on Monday, 23 March 2026, to the Municipal offices in Potchefstroom.
This is a strategic opportunity for CIDB-registered electrical contractors with proven experience in municipal power infrastructure.
Scope of Work: 24/7 Emergency Response Across Municipal Network
The successful panel members will provide:
- Emergency fault response within one hour of notification
- Repair and replacement of poles, insulators, conductors, clamps, and auxiliary equipment
- Line tensioning, labelling, and all applicable testing
- Vegetation management along servitudes and wayleaves
- Provision of red-line spare parts as needed
Contractors must maintain personnel, tools, and transport availability on a 24/7 call-out basis and comply with all statutory safety and licensing requirements.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- CIDB registration at Grade 4 EP or higher
- Completed Municipal Bidding Documents: MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), and MBD 8 (Past SCM Practices)
- Evidence of past contracts involving municipal electrical infrastructure
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be assessed in two stages:
- Functionality Review: Based on technical capability, past performance, resource readiness, and compliance (minimum 70 points required to proceed)
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including Black ownership, women/youth/disability inclusion, and locality within JB Marks Local Municipality
Only responsive, compliant, and qualified bidders will be considered.
