The Rustenburg Local Municipality has issued a comprehensive tender for the appointment of qualified service providers to undertake essential waterproofing works across its facilities. This significant contract, valued over R10 million, aims to appoint one or more service providers, not exceeding three in total, for a period of 36 months. The initiative underscores the municipality’s commitment to infrastructure maintenance and asset preservation.
Tender Overview & Objective
The primary objective of this bid is to secure reliable service providers for the waterproofing of various RLM facilities, including roofs, basements, balconies, and other structural elements. The contract is structured as an “as-and-when-required” basis over three years, providing the municipality with flexible access to specialised waterproofing services. The successful bidder(s) must ensure all work is backed by a ten-year guarantee, as specified in the scope.
Key Bidder Requirements & Eligibility
Prospective bidders must meet stringent criteria to be considered. A mandatory requirement is a valid CIDB (Construction Industry Development Board) contractor grading designation of 2SN or higher. Joint ventures are permitted, provided the lead partner meets the grading and a formal Joint Venture Agreement is submitted. Bidders must also be registered on the Central Supplier Database (CSD) at least seven days before the closing date and be fully tax compliant.
Mandatory Documentation Checklist
The tender document outlines an extensive list of compulsory submissions. Non-compliance will result in disqualification without an opportunity to rectify. Key documents include:
- Fully completed and signed MBD forms (MBD 1, 3.1, 4, 5, 6.1, 8, 9).
- A valid proof of payment for the non-refundable tender document fee of R500.
- Certified copies of company and directors’ municipal rates and tax statements.
- Audited financial statements (if applicable per MBD 5).
- A signed original Joint Venture Agreement (if applicable).
- Both a hard copy and a scanned electronic copy on a USB drive must be submitted.
Evaluation & Award Criteria
Bids will be evaluated in multiple stages. An initial administrative check will ensure all documents are present and correctly completed. Technically, the CIDB grading of 2SN+ is a pass/fail requirement. The final award will utilize the 80/20 preferential points system, where 80 points are allocated for price and 20 points for specific goals (e.g., Rustenburg jurisdiction, youth/women ownership, etc.).
