The Services Sector Education and Training Authority (Services SETA) has issued an open Request for Bid (Bid Number: PROC T668) for the appointment of a panel of service providers to deliver comprehensive events management and technical production services over a three-year period. This tender, published on Friday, 12 December 2025, is open to qualified South African-based companies with proven experience in planning and executing diverse public-sector events across physical, hybrid, and virtual platforms.
The selected suppliers will form a pre-approved panel from which individual assignments will be issued on an as-needed basis through subsequent Request for Quotation (RFQ) processes. This structure ensures operational flexibility while maintaining high standards of service delivery aligned with Services SETA’s national mandate to drive skills development, stakeholder engagement, and public awareness.
Scope of Services and Event Types Covered
The scope encompasses end-to-end event delivery, including concept development, project management, logistics, technical production, branding, registration, compliance, and post-event reporting. Suppliers must be capable of managing a wide array of event formats, such as national conferences, stakeholder forums, career expos, media briefings, community outreach activations in rural and township settings, and virtual/hybrid engagements.
Technical capabilities must include full audio-visual setup, live streaming, multi-camera production, simultaneous interpreting (including sign language), safety file compilation, public liability insurance (for events up to 5,000 attendees), and adherence to the Protection of Personal Information Act (POPIA). All branding must strictly comply with the Services SETA Corporate Identity guidelines.
Mandatory Qualifications and Documentation
Bidders must meet stringent eligibility criteria. All submissions must include:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Completed Standard Bidding Documents (SBDs) including SBD 1, 3.3, 4, 6.1, and 7.2
- Company registration certificate
- Proof of B-BBEE status level (certificate or affidavit, per DTI thresholds)
- Tax compliance confirmation via CSD (TCS PIN or CSD number)
- Methodology and project approach outlining delivery capability
- Operational footprint and supplier network details
- CVs and certified qualifications of key personnel (Project Manager, Team Leader, Technical Specialist, Safety Officer)
Joint ventures must submit notarized agreements specifying the lead partner, profit-sharing, and operational address.
Two-Stage Evaluation and Functionality Threshold
Evaluation follows a rigorous two-stage process:
- Administrative & Compliance Check: Ensures all mandatory documents are submitted correctly.
- Functionality Assessment (100 points): Requires a minimum score of 70 to proceed. Criteria include:
- Project management methodology (40 pts)
- Agency capacity and national delivery capability (10 pts)
- Minimum of five client reference letters on official letterhead (20 pts)
- Team capability with certified CVs and qualifications (20 pts)
- Safety officer with OHS certification and 3+ years’ experience (10 pts)
Only bidders scoring 70+ on functionality advance to price and preference scoring. The top five qualifying suppliers will be appointed to the panel.
Preferential Procurement and B-BBEE Requirements
The tender uses the 80/20 Preferential Procurement Point System:
- 80 points for price competitiveness (calculated against the lowest acceptable bid)
- 20 points for verified B-BBEE-specific goals, including:
- Black ownership (8 pts)
- Women ownership (6 pts)
- Youth ownership (5 pts)
- Disability ownership (1 pt)
Bidders must submit a valid B-BBEE certificate or affidavit (based on annual turnover) to claim these points. Failure to do so results in a maximum score of 80, significantly reducing competitiveness.
Submission Guidelines and Key Deadlines
All proposals must be submitted by Tuesday, 03 February 2026, at 11:00 AM to the Services SETA Head Office at 15 Sherborne Road, Parktown, Johannesburg, 2193. Submissions must include:
- One original signed bid document
- One printed copy
- One electronic version on USB
- One zipped email copy (max 100MB) to tenders@serviceseta.org.za
Late, incomplete, or improperly formatted bids will be disqualified. No briefing session will be held.
